$2,407,000 Measure M2 Funds from Project 44589 Annual Residential Street Program to Project 44069 Las Palmas Area Street Rehabilitation Project within the Capital Projects Fund (Fund 74) $205,000 Sewer Enterprise Funds from Project 51419 Annual Sewer Replacement Program to Project 44069 Las Palmas Area Street Rehabilitation Project within the Sewer Enterprise Fund (Fund 47) $384,000 Drainage Capital Funds from Project 52591 Annual Miscellaneous Storm Drain Repair to Project 44069 Las Palmas Area Street Rehabilitation Project within the Capital Projects Fund (Fund 74).
Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).
BACKGROUND AND DISCUSSION
The FY 2023-24 Capital Improvement Program includes residential street improvements in the Las Palmas area as shown on Attachment 3. The street improvements include curb, curb and gutter and cross gutters concrete repair, concrete ADA curb ramp construction, sewer and storm drain repair and pavement rehabilitation. The pavement rehabilitation would consist of chip seal with slurry seal on side streets and cul-de-sacs, grind and overlay on Lakeview Drive and reconstruction using full depth reclamation with cement treatment on Las Palmas Drive. Staff selected the different methods based on multiple factors including pavement conditions, traffic volume, existing pavement section and available budget.
Attachment 3 shows the poor and very poor Pavement Condition Index (PCI) scores. PCI scores for Lakeview Drive and Las Palmas Drive would reset to very good (100) at project conclusion. The PCI scores for the side streets and cul-de-sacs area would increase significantly, likely into the fair or good range.
The City received six bids on May 22, 2024 with Hardy & Harper of Lake Forest submitting a $2,585,000 lowest responsible base bid. The project bid included a bid alternate to replace conventional slurry seal with Emulsion-Aggregate Slurry (REAS). However, staff does not recommend awarding the bid alternate. The low bid submitted totals approximately 2.2% lower than the $2,642,800 Engineer estimate.
Construction would tentatively start July 2024 with anticipated project completion in September 2024. Staff would notify residents and businesses of upcoming project construction and potential impacts.
Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
