PRIORITY POLICY STATEMENT

Fiscal and Organizational Stability
Infrastructure and City Assets.

FISCAL IMPACT
The title transfer does not have fiscal impact. The Parking Authority paid off all debt and dissolved in 2015. The Fiscal Year 2023-24 budget contains funding to execute title transfer.

DISCUSSION
City Council dissolved the Fullerton Parking Authority in response to a Grand Jury report in October 2015 which returned Downtown parking responsibilities to the City of Fullerton. Certain real property remained in title interest owned by the dissolved entity.

The Parking Authority financed parking facility construction on City land. The Authority paid all debt payments in full. The Transportation and Circulation Commission reviews downtown parking, managed by the Community and Economic Development Department, along with the Restaurant Overlay District to support growth and reduce parking minimums.

The Authority still holds title to the Lemon / Whiting lot located at 230 East Chapman Avenue, adjacent to Fullerton College and consisting of approximately 22,794 square feet and splits the property on the western border with a parcel owned by the City of Fullerton. Staff recommends transferring the property title to the City of Fullerton.
