CITY COUNCIL AGENDA
CALIFORNIE 1101
MEETING DATE: AUGUST 16, 2011 (Continued from August 2, 2011) TO: CITY COUNCIL/CITY MANAGER
FROM: ENGINEERING DEPARTMENT
SUBJECT: FISLER ELEMENTARY SCHOOL - CROSSING GUARD
Approved for Agenda:
SUMMARY
Consideration of a Transportation and Circulation Commission (T&CC) recommendation to position an adult crossing guard on Starbuck Street at Shapiro Street/Fisler School Entrance.
RECOMMENDATION
Adopt Resolution No. 2011-44 (Attachment 1) authorizing the positioning of an adult crossing guard at Starbuck Street and Shapiro Street/Fisler School entrance, as shown in Exhibit "A" of said Resolution.
PROPOSED COSTS
The costs of the crossing guard are shared equally between the City of Fullerton and the Fullerton School District. The annual cost to the City is approximately $8,800 for each adult crossing guard.
DISCUSSION
The City currently employs adult crossing guards at twenty-nine locations citywide, twelve of which are at signalized intersections.
Two of the above-mentioned locations are at junior high schools, along with three locations within the Placentia/Yorba Linda School District jurisdiction. The cost of maintaining these guards is in excess of $255,430 per year, of which the Fullerton School District reimburses the City $32,370 per year for one-half the cost of services at select locations.
The need for uniform application of school area crossing protection has been recognized by the Federal Highway Administration, as evidenced in the Manual of Traffic Control Devices (MUTCD). The MUTCD has developed and published a recommended policy for the assignment of crossing guards, and requires that certain warrants be met to justify the use of a crossing guard at any location.
Staff evaluated operations and existing conditions and determined that the warrants for an adult crossing guard were satisfied. If approved, the Fullerton School District and the City of Fullerton will equally share in the ongoing expense associated with the positioning of an adult crossing guard at this particular intersection.
Staff's report (Attachment 2) and a draft copy of the T&CC Meeting Minutes (Attachment 3) are included for Council's reference.

SUBJECT: FISLER ELEMENTARY SCHOOL CROSSING GUARD REQUEST
SUMMARY
Consider a Fullerton School District request to position an adult crossing guard on Starbuck Street at its intersection with the Shapiro Street/Fisler School entrance; and mid-block on Hetebrink Street between Hutain Street and Goodwin Street.
RECOMMENDATION
1. Approve and recommend to Council the positioning of an adult crossing guard at the intersection of Starbuck Street and Shapiro Street/Fisler School entrance, as shown in Exhibit A.
2. Direet and Guevin street, as crown in Exhil on Hetebrink Street between Hutain

Currently, the City employs adult crossing guards at twenty-nine locations Citywide, twelve of which are at signalized intersections.
The need for uniform application of school area crossing protection has been recognized by the Federal Highway Administration, as evidenced in the Manual of Uniform Traffic Control Devices (MUTCD). Attachment 2
Fisler Elementary School Crossing Guard Requests
July 6, 2011 - Page 2
Adult crossing guards normally are assigned where official supervision of elementary school age pedestrians is desirable while they cross a public highway. The MUTCD requires that at least 40 school age pedestrians use the crossing for each of any two hours while going to or from school; that there is no alternate crossing within 600-feet; and where vehicular traffic volume exceeds 350 during each of any two hours. It should be noted that staff currently utilizes criteria adopted by Council in 1977, which is less stringent than today's MUTD warrants in that it requires only 30 school age pedestrians along with the above mentioned criteria.
Staff evaluated operations and existing conditions at the following elementary school crossings to determine if warrants for adult crossing guards were satisfied. The studies no and extora co were conducted during the early morning and afternoon peak periods on typical school days. The following is a summation of staff's findings, along with the Suggested Routes to School Plan (Exhibit B) for the Commission's reference:
Starbuck Street & Shapiro Street
Starbuck Street is a 56-foot north/south residential collector street with a prima facie speed limit of twenty-five miles per hour and serves as the primary access to Fisler Elementary School. The intersection is a 3-way intersection with traffic required to stop on Shapiro Street only. The intersection has marked crosswalks on the west and south legs of the intersection as shown on Exhibit A. The highest 2-hour counts occurred between the hour of 7:30 a.m. and 8:30 a.m. with 63 school age pedestrians/470 vehicle crossings and 2:15 p.m. and 3:15 p.m. with 89 school age pedestrians/471 vehicle crossings.
Based on warrant criteria and staff observations, staff recommends the placement of an adult crossing guard at said location.
Hetebrink Street between Hutain Street and Goodwin Street Hetebrink Street is a 42-foot east/west residential collector street with a prima facie speed limit of twenty-five miles per hour and serves as a secondary access to Fisler Elementary School. This location is a mid-block marked crossing with no stop control.
It should also be noted that the street narrows at this location from 42-feet to 24-feet for ease of crossing as shown on Exhibit B. The highest 2-hour counts occurred between the hour of 7:30 a.m. and 8:30 a.m. with 43 school age pedestrians/166 vehicle crossings and 2:15 p.m. and 3:15 p.m. with 87 school age pedestrians/226 vehicle crossings.
This location failed to meet the minimum guidelines for a crossing guard based on low traffic volumes and staff's observations. Therefore, a crossing guard is not warranted at this time.
Fisler Elementary School Crossing Guard Requests
July 6, 2011 - Page 3
If approved, the Fullerton School District and the City of Fullerton will equally share in the ongoing expense associated with the positioning of an adult crossing guard at the recommended intersection(s).
Staff also considered the installation of a stop sign on Starbuck Street at Shapiro Street. The primary justification for the installation of stop signs at intersections is based on guidelines established in the Manual of Traffic Control Devices (MUTCD). on existing traffic volumes, approach speeds and the accident history, the minimum guidelines for the installation of a four-way stop are not satisfied at this location.
Although this particular intersection does not satisfy the standard minimum guidelines for the installation of stop signs, other factors were considered such as a need to minimize potential vehicle/pedestrian conflicts near a location that generates high pedestrian volumes. The conclusion and professional opinion of staff is that a 4-way stop would help to regulate vehicle speeds,
intersection, and provide adequate gaps in traffic for greater ease in crossing students during peaks of school activity.

ITEM NO. 1
A REQUEST FOR ADULT CROSSING GUARDS ON STARBUCK STREET AT SHAPIRO
STREET AND ON HETEBRINK STREET BETWEEN HUTAIN STREET AND GOODWIN STREET
Traffic Engineer Miller reported that this request was made by the Fullerton School District regarding Fisler Elementary School in the Amerige Heights area. At the present time, the City employs 29 crossing guards, with the cost in excess of $255,000 per year. The District reimburses $32,000 of that amount to the City. The California Manual of Uniform Traffic Control Devices (CAMUTD) states that 40 elementary school age pedestrians for each of any two hours must cross, along with 350 vehicle trips, across an intersection. In 1977, City Council also adopted warrants for pedestrian crossing guards which required 30 school age pedestrians and 350 vehicles to warrant a crossing guard.
Both locations were evaluated and staff found that Starbuck/Shapiro is a three-legged intersection, with the fourth leg being a driveway into the school. Staff conducted studies in the morning (7:30-8:30 am) and afternoon (2:15-3:15 pm) and noted 63 school aged children crossed in the morning, along with 470 vehicles; and 89 children and 470 vehicles crossed in the afternoon. Based upon those volumes, staff is recommending a crossing guard at this location.
However, Hetebrink, between Hutain and Goodwin is a narrower roadway and 43 children and 166 vehicles were counted in the morning; with 87 children and 226 vehicles crossing in the afternoon. Staff did not feel a crossing guard was warranted at this time, but noted that this intersection could be studied again in the future. Staff also considered a four-way stop at Starbuck/Shapiro, but the accident history warrants were not satisfied.
Commissioner Hallstrom asked how much it would cost to install a four-way stop, and Traffic Engineer Miller answered that the cost was insignificant.
Commissioner Duncan asked for the cost of one crossing guard and staff responded that it is approximately $20-$24,000 annually.
Commissioner Johnson asked if the main school entrance was off Hetebrink, and staff indicated that the main entrance was off of Starbuck.
Chairman Duncan asked if there were existing crosswalks at both intersections and staff answered affirmatively, adding that there was crosswalk signage as well.
Commissioner Johnson asked for speed limit in this area and Traffic Engineer Miller replied that the prima facie speed limit was 25 mph.
Public hearing opened but there was no one present to speak on this matter.
MOTION by Commissioner Hallstrom, seconded by Commissioner Johnson and CARRIED unanimously by voting members present, to approve staff's recommendation that an adult crossing guard be placed at Starbuck/Shapiro only, and that the request for a crossing guard at Hetebrink be denied.
