FISCAL IMPACT
The Fiscal Year (FY) 2023-24 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project provided from various street funds and Sewer Enterprise Funds. Staff recommends the following budget transfers and appropriation:
$1,250,000 American Rescue Plan Act (ARPA) Revenue Replacement Funds from Project 44589 Residential Street Program to Project 44075 Hermosa Area Street Rehabilitation within the Capital Projects Fund (Fund 74) $1,250,000 Infrastructure Funds from Project 44589 Residential Street Program to Project 44075 Hermosa Area Street Rehabilitation within the Capital Projects Fund (Fund 74) $320,000 Gas Tax Funds from Project 44589 Residential Street Program to Project 44075 Hermosa Area Street Rehabilitation within the Capital Projects Fund (Fund 74) $457,000 from Project 51419 Annual Sewer Replacement Program to Project 44075 Hermosa Area Street Rehabilitation within the Sewer Enterprise Fund (Fund 47).

Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).

BACKGROUND AND DISCUSSION
This project would rehabilitate approximately 2.8 miles of deteriorated residential street, including curb, gutter and sidewalk repair, ADA access ramp installation and upgrading four brick manholes to precast sewer manhole standard. See Attachment 3 for project limits. Staff programmed these streets for rehabilitation to follow a recent water main replacement project within this area.

Street pavement rehabilitation would involve asphalt concrete pavement grind and overlay on each street. Staff selected this method based on multiple factors, including pavement conditions, traffic volume, existing pavement section, construction operations and available budget.

Attachment 3 shows very poor to very good Pavement Condition Index (PCI) scores. The minimal length of the very good condition streets is based on typical construction operations, location and economics of scale (versus utilizing a different treatment method). Staff recommends completing grind and overlay treatment for these streets. PCI scores of these streets would reset to 100 (Very Good) upon completing improvements.

The City received six bids on May 23, 2024 with All American Asphalt of Corona submitting a $2,878,222 lowest responsible base bid. The low bid submitted totals approximately 2.2% higher than the $2,815,300 Engineer estimate.

Construction would tentatively start July 8, 2024 with anticipated project completion in November 2024. The City plans to perform all paving construction work adjacent to Hermosa Drive Elementary School before summer break ends on August 8, 2024. Staff would notify residents and businesses of upcoming project construction and potential impacts.

Staff prepared an environmental assessment in accordance with the California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
