PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Fiscal and Organization Stability.

FISCAL IMPACT
The cost for staffing services would vary depending on the temporary position filled and the duration of engagement. The FY 2024-25 Operating Budget includes cost for staffing services covered by budgeted department labor or professional services.

BACKGROUND AND DISCUSSION
ASD experienced turnover and staff absences in several positions in recent fiscal years. ASD relied on temporary staff services to maintain critical payroll, billing, receipting and payment processing operations until the City could fill vacancies. Utilizing on-call temporary staffing services allows ASD to temporarily fill positions with experienced finance professionals screened by the on-call firm for the skills necessary to fill operational needs more quickly. These firms have experience filling positions including: Administrative Assistants, Account Clerks, Customer Service Representatives, Payroll Technicians, Buyer or Purchasing Assistants, Accountants, Financial or Administrative Analyst and Accounting Supervisor / Manager.

ASD utilized temporary staff to fill several vacant positions and support operations during extended staff absences since Fiscal Year (FY) 2021-22. ASD spent over $100,000 per year between FY 2021-22 and FY 2023-24 for temporary professional services primarily utilizing budget from vacant positions.

Staff issued a Request for Qualifications, RFQ #2324-11, on March 7, 2024 soliciting qualified On-Call Temporary Staffing Services firms to provide high quality, cost-effective, temporary staffing services. An Administrative Services Department team formed to evaluate and score proposals using the following categories: RFQ completeness, firm experience, service plan, work performance and cost proposal.

The City received 23 proposals for temporary staffing services on April 2, 2024. The City rater team evaluated proposals and selected the following firms for the City’s On-Call Staffing Services List:

AppleOne Inc.

CathyJon Enterprises / HB Staffing
Robert Half Inc.

Emploi, Group, Inc. / AtWork Personnel Services.

Staff requests City Council approval to execute professional services agreements with all four firms selected for on the On-Call List to accommodate immediate staffing needs and time to onboard temporary staff. Staff seeks three-year agreements including two optional, one-year renewal terms with all selected firms. The City Attorney would approve the form of all final PSAs. Staff attached the RFQ which includes full scope of work for reference.

Staff would utilize firms on an “as-needed” basis of City need, position sought and firm availability. Staff would initiate temporary staffing services with any of the firms depending on ASD or other City Department needs once agreements awarded.
