PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Fiscal and Organizational Stability.
FISCAL IMPACT
This item would approve an additional $50 per pay period ($1,300 per year) for any eligible employee who becomes a Certified Crane Operator. Staff estimates up to eight employees may choose to obtain their certification which would result in an annual $10,400 fiscal impact. The City would also incur a $2,500 one-time cost per employee (a maximum $20,000 for eight employees) for training and certification.
Staff anticipates no fiscal impact in Fiscal Year 2023-24, as no employees have certification and training would not begin until the new fiscal year. The Fiscal Year 2024-25 Adopted Budget includes approximately $30,400 for training and certification costs. Staff does not request changes to the Public Works Department operating budget for Fiscal Year 2024-25.
BACKGROUND AND DISCUSSION
The Public Works Department asked Human Resources staff to explore providing Certified Crane Operator Pay to certain employees. Public Works maintains an eight-ton crane truck to perform routine and emergency tasks including replacing aging AC units at city facilities, replacing damaged City streetlights and responding to emergency water main breaks. Two Certified Crane Operators retired in July 2023. These employees did not receive additional compensation for certification. Public Works would like to incentivize current employees to receive their Crane Operator certification and have several Certified Crane Operators on staff.
The City cannot utilize its crane without internal Certified Crane Operators and must contract with outside crane companies. Staff estimates it costs approximately $1,200 per day to contract with an outside crane company.
Staff met-and-conferred with FMEF representatives and both parties have agreed on the draft Side Letter to the MOA. The Side Letter proposes no other changes to the FMEF MOA.
