PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Fiscal and Organizational Stability.
FISCAL IMPACT
Staff estimates the fiscal impact of all current, non-regular employees eligible for an additional 16 sick leave hours mandated by state law for Fiscal Year 2024-2025 would total $36,300. However, the current sick leave use pattern indicates it is unlikely that all non-regular employees will use the entire balance of the additional hours, thus reducing the fiscal impact. Staff does not request additional funding for Fiscal Year 2024-25.
BACKGROUND AND DISCUSSION
Sick Leave
Governor Brown signed AB 1522, the Healthy Workplaces, Healthy Families Act of 2014, into law on September 10, 2014 amending California Labor Code Sections 245 through 249. This new law requires paid sick leave benefits of the greater of three work shifts or 24 hours per year for all employees in California.
Senate Bill 616 went into effect January 1, 2024 mandating sick leave hours increase by the greater of five work shifts or 40 hours per year. Sick leave hours have no cash value and do not accumulate from one fiscal year to the next.
Retirement Benefits
Updates to the section pertaining to CalPERS and the FICA replacement plan memorialize current practices and provide consistent language among the employee group agreements and resolutions.
The proposed resolution includes clarifying language, reference corrections and/or formatting changes.
Staff does not propose other changes to the resolution.
