Fiscal and Organizational Stability
Public Safety
Infrastructure and City Assets.
FISCAL IMPACT
The Fiscal Year 2024-25 Adopted Budget includes parking enforcement services. This item has no net fiscal impact as citation revenues offset costs associated with parking enforcement services provided by SP Plus.
The proposed cost for year one of the new Agreement with SP Plus totals $792,424. The following lists costs associated with each enforcement type:
Overnight Parking Enforcement: $130,433
Street sweeping parking enforcement: $351,044
Downtown parking enforcement: $310,947.
The SP Plus PSA has a three-year term with two one-year extensions with annual agreement increases built into the agreement terms. Staff would incorporate cost increases in future budget cycles.
BACKGROUND AND DISCUSSION
City Council approved a pilot parking program for downtown nighttime paid parking in April 2019 and awarded a Professional Services Agreement to SP Plus following a Request for Qualifications issued on October 15, 2018. City Council approved an amendment to the Professional Services Agreement with SP Plus in January 2020 expanding the scope of services to include overnight parking, street sweeping and downtown daytime parking enforcement. The Professional Services Agreement with SP Plus, including the amendment for expanded scope of work, expires on June 30, 2024.
SP Plus has performed excellent work in parking enforcement operations, displayed diligent citation efforts and successfully implemented new parking enforcement initiatives as the program has expanded over the past five years. The City collected an average $1.0 to $1.2 million in net revenue over the last three years resulting from SP Plus parking enforcement efforts.
Staff seeks to execute a new Professional Services Agreement with SP Plus to continue providing parking enforcement and citation services for the City and continue cohesive integration of SP Plus staff, parking enforcement vehicles, Police Department ticket writers and license plate reader equipment, Community and Economic Development Department and the contracted City citation processing and billing vendor, Turbo Data. This new Agreement provides service continuity for parking enforcement operations and initiatives and consolidates all enforcement areas into one agreement. SP Plus would perform the following parking enforcement operations for the City:
Street Sweeping Enforcement
SP Plus parking enforcement personnel would accompany street sweepers to enforce the no parking restriction during specified days and hours. Vehicles left on the street during sweeping activity substantially reduces street sweeping effectiveness and efficiency as the sweeping vehicle weaves in and out from the curb to avoid vehicles.
Overnight Parking Enforcement
SP Plus would provide dedicated personnel for overnight enforcement, seven days per week for the City’s on-street parking restrictions between 2:00 a.m. and 5:00 a.m. on non-exempt streets.
Downtown Parking Enforcement
SP Plus would provide dedicated parking enforcement staff in paid parking and timed-zone parking lots for comprehensive, responsive and consistent enforcement generating increased turnover and availability for downtown parking.
Staff requests City Council award a Professional Services Agreement to SP Plus for a three-year term with options to renew for two additional one-year extensions. Bidding and awarding an agreement to a new services provider would cost more due to the need to procure and integrate new equipment into existing systems, in addition to potentially higher contract costs.
