BACKGROUND AND DISCUSSION
The Laguna and Las Palmas Water Booster Pump Stations have no power outage backup. This request authorizes purchasing two new emergency generators. The generators would provide emergency backup power to run critical infrastructure, including water booster pumps, instrumentation and controls to provide water service to residents without interruption.
The City often utilizes cooperative purchasing for emergency equipment to streamline the purchasing process and contend with sourcing challenges per City of Fullerton purchasing policy. Administrative Policy 4.1.2 Section IV. D allows an exemption to the open market process when participating in an established governmental “Cooperative Purchasing Agreement.” Cooperative purchasing is “procurement conducted by or on behalf of one or more public procurement units” as defined by the American Bar Association Model Procurement Code for State and Local Governments with pre-negotiated cooperative agreements priced with vendors through which cities can procure goods and services without going to formal bid.
The lead time for these generators exceeds 30 weeks due to post-COVID supply chain issues and impacts. Procuring this equipment through Sourcewell purchasing would significantly expedite procurement, avoid further delays and provide economies of scale cost savings.
Project Phase 1 purchases two generators for this project. Phase 2 installs the generators and constructs supporting facilities and infrastructure under a separate construction contract through the public bidding process. The bidding process can occur after ordering equipment and before delivery due to the long lead time. Public outreach to neighbors adjacent to the Booster Pump Stations regarding construction would occur during Phase 2.
Staff requests authorization to purchase two emergency generators totaling $338,139.50 from Quinn Power through Sourcewell Contract No. 092222-CAT. Sourcewell is a cooperative purchasing state agency that competitively solicited bids for various products and services establishing predetermined pricing for other governmental agencies.
