FISCAL IMPACT
Staff estimates the proposed cost to retrofit 95 catch basins at select locations totals $235,440. The OCTA Tier 1 Grant Fiscal Year 2024-25 would pay 80% of eligible construction and administration costs and requires a minimum 20% local agency contribution match. The City has budgeted matching funds in Drainage Capital Outlay Funds in the FY 2024-25 Adopted Budget. The City would request $188,351.68 ECP grant funds with at least a $47,087.92 City contribution.
BACKGROUND AND DISCUSSION
The State Water Resources Control Board adopted the Statewide Trash Amendments to the Water Quality Control Plan for Ocean Waters of California on April 7, 2015 to address the trash pollution in California waters. These amendments, collectively called “the Trash Provisions,” require cities to install, operate and maintain Full Capture Systems in catch basins located in Priority Land Uses to capture 100% of trash generated. Priority Land Uses (PLUs) include high-density residential, industrial, commercial, mixed urban and public transportation. The City must meet Trash Provisions by 2030.
The OCTA Tier 1 Grant Program helps address Trash Provisions and reduce visible forms of pollutants, such as litter and debris, collected on roadways and catch basins before reaching waterways and the ocean. The City has received funding from the Tier 1 Grant Program for several years.
The City has approximately 585 catch basins within PLUs and installed 495 full capture trash and debris devices to date, bringing the City to 84.6% compliancy. However, past installation projects found many catch basins unsuitable for full capture trash and debris device installation due to catch basin type, space constraints and/or other unforeseen issues. Staff evaluated the remaining catch basins within PLUs for this application and found only 36 suitable for full capture trash and debris device installation.
Staff and the City stormwater quality consultant, John L. Hunter and Associates (JLHA), recommend installing an additional 59 full capture trash and debris devices within Non-Priority Land Use (Non-PLUs) areas to meet the full intent of the regulation. Staff selected these additional catch basins in coordination with JLHA based on proximity to PLUs and major roads.
The City would apply to install 95 full capture devices and petition OCTA to accept the 59 Non-PLUs catch basins for regulations compliance. The City would achieve full compliance well ahead of the 2030 deadline if OCTA grants the petition.
The OCTA Board of Directors has authorized the Tier 1 Grant Program call for projects for Fiscal Year 2024-25. Staff would apply for the OCTA Tier 1 Grant Program for a Connector Pipe Screen (CPS) installation project that will install devices in Priority Land Use and Non-Priority Land Use area catch basins with approval of this item.
