BACKGROUND AND DISCUSSION
This item reports on the Public Works emergency related to a West Valley View Drive water main break per Fullerton Municipal Code 2.64.090.

Water Division staff received notification of a water main break and roadway damage on West Valley View Drive, west of North Berkely Avenue, north of North Orange County Justice Center on Tuesday, April 30, 2024 morning. Staff identified a break in an 8-inch-diameter cast iron water distribution pipeline which caused significant roadway damage. Staff quickly assessed road closure impacts on the courthouse, local businesses and residents and determined site conditions and safety concerns necessitated closing West Valley View Drive to eastbound traffic. Staff immediately initiated repairs and isolated the broken segment of water distribution pipe which interrupted courthouse water service between 11:00 a.m. and 2:00 p.m.

Staff determined the extent of roadway damage shutting down the water main. The break rendered eastbound traffic lanes unsafe for public use due to lifting and significant asphalt erosion. Staff recommended expedited critical service roadway repair due to the severity of the road condition and quickly restore critical courthouse access.

Public Works Water Division coordinated with Allied Paving Company to immediately start emergency repairs and temporarily reopen the road that same day, April 30, 2024, with final repaving scheduled for a later date. Allied Paving Company returned after normal business hours on Tuesday, May 7, 2024 to minimize public inconvenience and impact on courthouse operations. Work continued throughout the night to remove all damaged asphalt and pavement to accommodate pouring new pavement. The emergency repair performed by Allied Paving Company cost $90,100.

The City reopened the roadway at approximately 6:30 a.m. Wednesday, May 8, 2024. The Public Works Street Division completed all necessary roadway striping on May 31, 2024.

The City must report emergency repairs exceeding $50,000 to City Council for ratification per Fullerton Municipal Code 2.64.090. City Council approval ratifies the emergency repairs, waives formal bidding requirements to activate repair services and any internal costs expended to address the emergency.
