BACKGROUND AND DISCUSSION
Council Member Charles requested, supported by Mayor Jung, to agendize an item to consider forming an ad hoc finance committee on July 2, 2024.
Staff proposes City Council form an Ad Hoc Finance Committee composed of five Fullerton residents directly appointed by City Council Members. The Committee would meet monthly between September 2024 and May 2025 to review short and long-term City financial and economic matters. The Committee would recommend ways to improve City financial and economic viability to City Council. Staff would report the work of the Committee to City Council early in the 2025-26 budget planning process.
Staff recommends accepting committee applications through August 15, 2024 and City Council Members make appointments at the August 20, 2024 City Council meeting.
The California Brown Act generally considers bodies appointed by a legislative body (such as City Council) a legislative body subject to Brown Act provisions including noticing and public participation requirements. However, the Brown Act does not apply to a temporary advisory committee serving a single purpose and disbands after completing its work. This allows an ad hoc committee to achieve a single goal in an efficient manner.
The City formed previous ad hoc committees including the Library Ad Hoc Committee, UP Park Ad Hoc Committee and Water Rate Ad Hoc Committee. Each committee followed different processes for posting agendas and minutes and public participation. None of the committees broadcasted or accommodated remote access to the meetings. Staff requests City Council provide direction regarding how to conduct these meetings so the public and staff understand how the committee will operate and how the public may participate in those deliberations.
City Council Resolution No. 2024-001 establishing rules of procedure and decorum for board, commission and committee meetings would not apply to this ad hoc committee unless otherwise directed. The Committee would generally follow Robert’s Rules of Order to conduct meetings. cc: City Manager Eric J. Levitt
