BACKGROUND AND DISCUSSION
The 2023-24 Orange County Grand Jury released the “Talking Trash: Recyclables and Organic Waste” report on June 11, 2024 examining how Orange County jurisdictions respond to SB 1383 mandates, highlighting successes and challenges and measuring the impact of this new requirement on Orange County residents. The report presents findings and recommendations for all Orange County jurisdictions concerning SB 1383 compliance, particularly for single-family residential units.
Jurisdiction responsibilities specified by SB 1383 for residential units include:
providing organics collection services to all residents conducting community education and outreach
procuring recovered organic waste products
securing access to recycling capacity
monitoring compliance and conducting enforcement.
The OCGJ surveyed Orange County jurisdictions to measure progress implementing SB 1383 requirements and found approaches to meet SB 1383 requirements vary greatly by jurisdiction.
The OCGJ found three main areas for improvement: 1) improve education and outreach efforts 2) develop enforcement mechanisms and processes and 3) coordinate and collaborate among all jurisdictions to collectively address challenges and meet SB 1383 goals and targets.
The OCGJ requires City Council provide responses to Findings F1 through F10 and Recommendations R1 through R7 by September 10, 2024. The attached letter details the proposed City responses.
