Sufficient funds are available in Project 53781, Water System SCADA Upgrade for the SCADA Master Plan which is funded by the Water Fund and included in Fiscal Year 2020-21 of the Five Year Capital Improvement Budget. Operational a s-needed SCADA Support Services are also included in the Water Fund (Water Production and Storage -2426) the Fiscal Year 2020- 21 budget.

DISCUSSION
The City’s SCADA system is used to monitor and control the City’s water system in real- time, make operational changes remotely and track historical data as required by governing agencies. T he current system was largely installed via a 2008 project with little or no upgrades or replacement since that time. The associated hard ware and software components have either aged beyond their useful life, are no longer supported and/or failing. This has led to increased operation and maintenance costs due to the resources needed to support the failing components.

On October 23, 2018, America's Water Infrastructure Act (AWIA) was signed into law.

AWIA Section 2013 requires community (drinking) water systems serving more than 3,300 people to develop or update risk assessments and emergency response plan s (ERPs). The law sp ecifies the components that the risk assessments and ERPs must address and establishes deadlines by which water systems must certify to EPA completion of the risk assessment and ERP. The City completed the assessment as required. The results identified cybersecurity deficiencies specific to the Water SCADA system that must be addressed. The SCADA Master Plan will incorporate these required updates into the plan and subsequently address the areas identified during the construction / integration stage of the project.

The completed SCADA Master Plan will provide options for the City to consider that meet all the immediate needs to update the SCADA system and address cybersecurity risks. The cost of implementation will be based on what options the City choo ses to pursue as outlined in the master plan. At minimum, all options will address the immediate needs to update the SCADA system and address the cybersecurity concerns. Due to this, the cost of the construction / integration is unknown at this time.

All proposals were evaluated and scored by City staff. The top three firms were further evaluated through reference checks and interviews. Interviews were conducted by City staff and included representatives from the City’s Information Technology project team.

A second interview was conducted with the top firm. Staff recommend s Systems Integrated because they demonstrated a team with the k nowledge and ability to meet immediate and future needs for the Water SCADA system. They have over 40 years of experience specific to Water SCADA Systems and have completed many projects with similar needs.

Staff is bringing to City Council a request to execute a Professional Services Agreement with Systems Integrated to complete the Water SCADA Master Plan and provide as - needed support services for ongoing operational support for the City’s SCADA system.

The scope and cost for construction / integration of the Water SCADA Master Plan will not be known until Master Plan completion. A separate agreement or amendment for the support services for the construction and integration portion of the project will be developed at a later date with authorization at City Council level, as appropriate . The Water SCADA Master Plan is expected to be complete in the spring / summer of 2021.
