PRIORITY POLICY STATEMENT

Infrastructure and City Assets.

FISCAL IMPACT
The Landscape Structures contract costs $268,525. The Fiscal Year 2024-25 Capital Improvement Program (CIP) in the CIP Fund (Fund 74) includes the Emery Park Playground renovation (Project 54045) and has sufficient funds for this project, supported with Park Dwelling funds.

BACKGROUND AND DISCUSSION
Emery Park is an 8.23-acre neighborhood park serving the community for many years. The City built the playground 2002 and the playground has exceeded its expected lifespan. The City has removed several playground elements over the years due to safety concerns, including swings and slides, leaving the area with very little play value for children. The playground needs a comprehensive renovation to restore it to a fully functional and engaging space and meet modern safety standards.

The planned improvements for Emery Park include demolishing the play structure, surface and walkway while protecting trees and installing a new play pit with structures for children aged two to twelve. The project also includes developing an adjacent picnic area and ADA compliant walkway. This item only requests approval for the playground renovation.

City Council approved this project as part of the Fiscal Year 2021-22 budget. Staff only requests approval for playground portion of the project due to extended six-to-eight-month lead times for the playground equipment. This action would have the playground ready for installation without further delays and help the overall project progress more efficiently after receiving equipment.

The agreement with Landscape Structures includes new playground design, construction and installation. The City utilized California Multiple Awards Schedule (CMAS) contract number 4-23-02-1051 to streamline the purchasing process in accordance with City purchasing policy, Administrative Policy No. 4.1.2. CMAS is a State of California program establishing a pool of suppliers for many products and services through contracts negotiated and competitively bid for governmental agencies. Landscape Structures is an approved CMAS contractor / vendor.

The Parks and Recreation Commission voted 5 – 0 – 2 (two members absent) on August 12, 2024 to recommend City Council award a contract to Landscape Structures to install a new playground at Emery Park. The Commission also directed staff to investigate alternate playground surface options.
