FISCAL IMPACT
The Fiscal Year 2024-25 CIP Budget has sufficient funding allocated to this project. Staff attached a Budget Data Sheet / Summary of Bids and the contractor Bid Schedule for reference (Attachments 1 and 2).

BACKGROUND AND DISCUSSION
This project would maintain the Fullerton water system and three pumps at the Coyote Booster Pump Station. Staff found the pump #2 encasement leaking and put the pump offline, causing undue strain on the two active pumps. This project would remove the damaged pump can encasement and install a new pump can and a refurbished pump at the Coyote Reservoir 1C on Pioneer Avenue as shown on Attachment 3. JIG, one of the on-call consultants for the City, completed the engineering design.

The City received four bids on July 22, 2024 with Cora Constructors of Palm Desert, CA submitting a $317,000 lowest responsible base bid. The low bid submitted is approximately 39% lower than the $525,000 consultant estimate.

Significant lead times for equipment procurement set the tentative construction start date in January 2025 with anticipated project completion in February 2025. The Project restricts work to the reservoir site. Staff anticipates minimal impact to residents and businesses, however, staff would notify residents and businesses of upcoming project construction.

Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
