We are a full -service environment al consulting firm that has been providing compliance consulting, hauler auditing/management, compliance /financial audits, and waste management program development/implementation services to municipalities since 1991. We have provided the full range of SB 1383 program support programs for local governments and their generators, edible food generators, and collectors since 202 0, and all AB 341 and AB 1826 programs since 2012. We have also developed new franchise agreements and amendments, City Code revisions and new ordinances, and self -haul permit programs to provide the ‘’enforceable mechanisms” prescribed by SB 1383. CityGreen Connect boils down all our years of consulting experience into an easy-to-use tool that you, your staff, your vendors, and you r haulers can use to reach and maintain SB 1383 compliance.
We are currently rolling-out our CityGreen Connect compliance platform the following existing clients:
Costa Mesa
Cypress
Diamond Bar
Fountain Valley
Los Alamitos
Costa Mesa Sanitary District
We would be happy to add the City of Fullerton to this group. We are offering an Implementation Record develop ment and 12 -month software subscription package to help your SB 1383 compliance efforts, particularly with respect to the State-mandated Implementation Record.
Complete development of your SB 1383 Implementation Record is quite an undertaking, as all required program records, mechanisms, policies, and platforms must be developed and housed in a centralized location , ready for “at any time ” inspection by CalRecycle . This requires the creation of many documents (hauling program description, inspection and enforcement protocols, waiver protocols, procurement policies, etc.) and fillable forms (inspection reports, hauler regulatory compliance declarations, etc.). We also believe it necessitates a paradigm shift in hauler reporting to data input, rather than submission of data in spreadsheets and documents.
Every required hauler report must be in your implementation record , and SB 1383 has added several new reporting requirements that necessitate additional compliance reports. CityGreen Connect makes it possible to streamline that process to everyone’s benefit.
Implementation Record
Our Implementation Record module is an integral part of our comprehensive software solution .
It is tailored to specifically assist municipalities in complying with Senate Bill 1383 (SB 1383) mandates, which require creation, maintenance, and production of records covering all its regulations. This module is designed to streamline records management and more easily navigate the complex requirements of SB 1383, ensuring record -keeping adherence to regulatory standards.
Key Features:
1. Compliance Tracking: The module provides a centralized platform for tracking all SB 1383 compliance activities, including generators, collectors, facilities, organic waste reduction, edible food recovery, procurement, Cal-Green, MWELO, and other regulated City-oversight functions. It enables the City to maintain a clear overview of compliance progress, deadlines, and track necessary actions.
2. Record-Keeping: Facilitating record-keeping at regulatory standards, the module stipulates and captures all required data related to organic waste programs, enforcement actions, hauler information, inspections, and compliance reports, and much more. It ensures that all necessary information is systematically organized and readily accessible for reporting purposes and “at any time” inspections by CalRecycle. Our tool spells out the specific regulation, item required, and shows when you reach compliance.
3. Reporting Capabilities : Our software offers reporting functionalities tailored to SB 1383 requirements, as well as AB 341 and AB 1826 compliance measurements . It generates detailed compliance reports, allowing the City to demonstrate adherence to regulations and provide necessary documentation during audits or inspections. We also offer our clients the ability to personalize reports to present the data you require to manage and maintain your programs.
4. Connect with Haulers and Vendors: CityGreen Connect can transition all your traditional hauler and vendor reports into input screens or designated uploads for review/approval of items, or to house items in the correct area within your Implementation Record. Our system will save your hauler time on reporting all the activities and achievements they must keep you abreast of.
It also eliminates the need for consultants to create large spreadsheets and combine reports to show you data over annual or multi -year periods. CityGreen Connect automates reporti ng and report generation. We can also personalize inputs to match reports you currently receive and like.
5. Effective Organization of Records: CityGreen Connect breaks SB 1383 compliance into nine (9) main categories, with related requirements organized within. Data uploads allow selection of specific areas within the Implementation Record, as do data input screens. Items applicable to multiple implementation records can easily be associated to two or more compliance measurement areas. Each requirement met, allows the selection of a green checkmark to visually show compliance (much like CalRecycle’s annual report or grant submission tools). A Red “X” will show in any area that is out-of-compliance. Since we also present the associated regulations next to their respective compliance areas, it is easy to determine what is needed.

Summary of Implementation Record Package and Development Partner Offer City Green Connect and its Implementation Records Module is the most comprehensive and easy to use SB 1383 compliance tool available. Our Analytics Dashboard provi des a summary of key data and access to commonly used contact information, websites, and related records, in a personalized format that we develop in cooperation with you.
In our work with other jurisdictions, we have determined it takes approximately 120 hours identify qualifying existing records, develop required description and policy documents, develop required forms, and identify and personalize data input and upload sc reens for use by haulers and vendors. The breakdown of these hours as associated costs is as follows:
Principal Level Consultant 80 hours @ $140 = $11,600 Project Consultant 40 @ $110 = $ 4,400
Sub-Total – Project hours (billed as expended) = $16,000
CityGreen Connect – Discounted Annual Subscription Price = $22,000 Development Partner Jurisdiction Discount (first 12 months) = -$10,000
Implementation Record Package Offer = $28,000
Principal level consultant hours are required for the majority of work, as this level of expertise is needed to assess and develop needed documents and policies. Also , to ensure existing record identification and placement in the system are correct. In addition, meeting with your City Manager and various Department heads will likely be needed and we assume you would want a principal of our firm in attendance.
We estimate it will take 60 to 90 days to develop your Implementation Record in CityGreen Connect. During that time , we will review and initially organize your existing records, begin uploading files into CityGreen Connect, and provide you with your login information and training.
We will also develop fillable forms, documents , and policies, as well as data upload guides with your input and that of your franchise hauler. Once these tasks are completed, and your system is ready to use, your initial 12-month subscription period will begin.
Your discounted annual subscription fee is due within 30-days of contract execution. We will bill for hours expended monthly and those payments will be due net-30. Any hours not expended will be credited towards future subscription costs or consulting work, at your discretion.
At the end of the 12-month initial subscription, if you decide to not extend your subscriptions, all records (including final reports) will be organized and saved in folders, so you have a complete implementation record to transition to whatever centralize storage system you elect to use.
We will be offering additional modules with expanded features, that are not necessary for compliance, but provide additional features that may be desirable. Each of these modules has an associated set-up fee and increased annual subscription charge, which are presented below:
Generator Management (Optional)
The Generator Management module is a specialized tool designed to monitor and manage the compliance status of individual commercial waste generators (Implementation Record module only tracks non -compliant entities) . It adeptly tracks compliance with SLCP , MORe, and MCR regulations, pinpointing the status of each generator by location and account. By integrating City Business License permit data with hauler account information, the Generator Management module streaml ines the compliance verification processes , enabling targeted inspections to ensure full compliance with waste management regulations mandated by SB 1383 and other regulatory bodies.
Key Features:
1. Business License Permit Integration: The Generator Manager integrates seamlessly with City Business License permit data, allowing for the correlation of generator information with active business license data. This integration ensures accurate identification of all businesses operating within the city limits, and the capabilities of expanding compliance data collection through your business license process.
2. Hauler Account Cross -Referencing: This module seamlessly integrates the City's Business License permit data with hauler account information, enabling a cross-reference and compliance requirement identification process not offered in other systems . By aligning generator business details with subscribed hauler accounts, it efficiently identifies generators lacking active waste and recycling service subscriptions , generators that may fall under more specific regulations (edible food recover, AB 827, etc.), or businesses that may be operating a s collectors . This integration ensures accurate flow of data from waste haulers, particularly in non -exclusive franchise systems.
3. Non-Subscriber Identification: Identifies generators that are not currently subscribed to waste and recycling services provided by authorized haulers. This process helps in pinpointing non - compliant entities that may be in violation of waste management regulations and/or locations employing self-haul activity, which must now be monitored under SB 1383 regulations.
4. Self-Haul and 3 rd Party Collector Identification : The Generator Manager facilitates identification of all businesses that are required to obtain a business license. This includes a variety of collectors (commercial landscapers and other organic waste collectors) that must be monitored. With this tool cities can expand business license data collection to require provision of franchise hauler account number, listing of landscaper, and identification of internal and third- party recycling programs.
5. Reporting and Documentation : Provides comprehensive reporting functionalities that document generator details and determine compliance status across all solid waste management regulations (AB341, AB1826, AB827, SB1383, etc.) . These reports aid in regulatory reporting, compliance reviews, and enforcement activities.
6. Global and Targeted Mailing or Email : All generator information can be sorted and used for targeted mailings or emails at any time through CityGreen Connect.
