FISCAL IMPACT
The Fiscal Year (FY) 2024-25 Capital Improvements Program (CIP) Budget includes the Independence Park Pool Area Project 54048 and has sufficient funding from Park Dwelling Funds.

Staff attached a budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2, respectively).

BACKGROUND AND DISCUSSION
Independence Park is located at 801 West Valencia Drive, adjacent to the Fullerton Department of Motor Vehicles (DMV) office and south of the Union Pacific Railroad (UPRR) as shown on Attachment 3. The community park contains exercise equipment, skate areas, a pool, handball and racquetball courts, playgrounds, a gymnasium, and picnic areas. The parks also hosts the Fullerton Aquatics Sports Team (F.A.S.T).

Concrete masonry unit (CMU) wall and wrought iron fencing enclose the pool area. These proposed improvements result from the pool area need for additional site security in recent years. The project would construct new segments of CMU wall to replace existing tubular steel fencing along the north side of the pool area, adjacent to UPRR property and install new tubular steel fencing and security mesh on sections of the existing tubular steel fencing along the west side of the pool area, adjacent to the DMV parking lot. The mesh improvements would provide privacy as well as safety for pool users.

The City received four bids on August 27, 2024 with DASH Construction Company, Inc. of Woodland Hills submitting a $197,977 lowest responsible base bid. The low bid submitted totals approximately 12.5% lower than the $226,300 Engineer estimate. The project bid included a bid alternate to install sections of new metal security mesh on existing tubular steel fencing located along a section of the west side of the pool area. Staff recommends awarding the $8,250 bid alternate resulting in a $206,227 total bid price.

Construction would tentatively start October 2024 with anticipated completion in November 2024. Staff would coordinate project improvements with F.A.S.T. to minimize impacts. Staff also contacted the DMV and UPRR.

The DMV might allow contractor access on Saturdays only with an acquired right of entry from the DMV. The contractor could not use the adjacent DMV parking lot as a project staging yard or access point.

The project runs parallel to active UPRR facilities. Staff has communicated with UPRR and made them aware of upcoming construction.

Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project categorically exempt.
