FISCAL IMPACT
The Fiscal Year 2024-25 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project provided from Drainage Capital Outlay Funds. Staff recommends a $485,000 budget transfer and appropriation of Drainage Capital Outlay Funds from Project 52591 Annual Storm Drain Repair to Project 52020 Miscellaneous Storm Drain Lining Project within the Capital Projects Fund (Fund 74).
Staff attached a budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule reference (Attachments 1 and 2, respectively).
BACKGROUND AND DISCUSSION
This project would repair several sections of existing storm drain pipe identified by Public Works staff as a priority based on video inspection of pipe conditions. Attachment 3 shows the four repair locations including storm drain pipes located in easements on private property. The project would use storm drain lining for repairs, resulting in minimal excavation and disruption to surrounding areas. This work would considerably extend the service life of these storm drain pipes.
The City received two bids on September 4, 2024 with Sancon Technologies, Inc. of Huntington Beach submitting a $385,284 lowest responsible base bid. The low bid submitted is approximately 26.7% higher than the $304,000 Engineer estimate. The project scope involves working in difficult areas with limited construction access which has increased construction costs. Staff evaluated this bid and found it acceptable.
Construction would tentatively start mid-October 2024 with anticipated project completion in November 2024. Staff would notify residents and businesses of upcoming project construction and potential impacts.
Staff prepared an environmental assessment in accordance with the California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
