FISCAL IMPACT
The FY 2024-25 Adopted Capital Improvement Program (CIP) Budget has project funding provided from Measure M2 Funds. Staff recommends a $600,000 Measure M2 Funds budget transfer and appropriation from CIP Project 46621 Traffic Signals and Rectangular Rapid Flashing Beacons Installation Program to Project 46991 Traffic Signal Modification at Euclid Street and Rosecrans Avenue Project within the Capital Projects Fund (Fund 74).

An adjacent private development project will provide a $114,500 fair share contribution to this project (more information follows). The City would use the contribution to offset project costs and reduce Measure M2 funds use.

Staff attached a budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2, respectively).

BACKGROUND AND DISCUSSION
This project would upgrade the traffic signal and associated equipment at the Euclid Street and Rosecrans Avenue intersection. The equipment includes all traffic signal poles and mast arms, traffic safety lighting, vehicle detection equipment and traffic signal controllers. These improvements would modernize the intersection and add increased visibility to the signal components, particularly during evening and nighttime hours.

A new housing development is under construction at the southwest corner of the intersection. This traffic signal modification project would help address higher vehicle and pedestrian volumes expected from the new development. The developer will make a $114,500 fair share contribution towards project costs. Staff expects to receive this contribution by December 2024 and will use funding to offset project expenses.

The City received five bids on August 29, 2024 with High Light Electric, Inc. of Colton, CA submitting a $516,888 lowest responsible base bid. Staff reviewed the bid and found it acceptable.

Staff anticipates construction to start in February 2025 with completion in May 2025, due to manufacturer equipment lead times.

Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project categorically exempt.
