BACKGROUND AND DISCUSSION
City Council provided direction and feedback on design, color and brand themes for the downtown wayfinding program at the August 20, 2024 City Council meeting. Staff developed a complete branding and wayfinding program based on that feedback adding new signs or replacing existing signs through the downtown area.

The program immediately focuses on Transportation Center and surrounding areas signage. The program will expand to the rest of downtown through ongoing maintenance and replacement operations, using new design specifications for consistency throughout the area.

The grant serves qualified census tract communities south of Truslow Avenue with signage and directional information for residents to access the transit station by walking, biking or driving. The program provides a variety of new signs at the Depot. Depot-specific signage will include a station directional sign with track location information, OCTA bus options, a digital display board with real-time data and track markers cobranded with Metrolink and Amtrak. The digital display will include transit information and a community newsletter feed.

Staff selected sign locations based on the highest visibility and existing infrastructure use such as poles, power pedestals, j-boxes, light standards, etc. The program includes trailblazing signs for the Bike Boulevard identified in the Bike Master Plan and signage for new Class III bike paths adjacent to the Transportation Center. The new bike trailblazer sign specifications can replace other bike signage as part of regularly scheduled maintenance and sign replacements.

Staff selected a monument sign replacement for the Old Spaghetti Factory and Transportation Center sign as the main monument sign deliverable instead of constructing a new city identity pylon sign. This option offered the most cost-effective solution, utilizing the existing pedestal and power which significantly reduces installation costs by eliminating excavation or electrical undergrounding.

City Council expressed interest in a pylon sign on the north side of Harbor, north of Chapman, necessitating an approximately $129,000 General Fund budget appropriation. This cost includes site survey, project management, engineering, sign cabinet and footings. Alternatively, staff could include this item in a future implementation plan, funded either through the General Fund, Capital Improvement Program funds and/or grant opportunities.

The following illustrates changes in signage, as well as new installations. Staff will complete these key grant deliverables December 2024.
