PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:
Fiscal and Organization Stability.
FISCAL IMPACT
The annualized fiscal impact for Community Outreach Specialist for Fiscal Year (FY) 2024-25 totals approximately $112,300. The prorated cost for the remainder of the fiscal year totals approximately $84,200.
This item generates no impact to the FY 2024-25 Budget as the City Housing Fund (Fund 26) has sufficient funding to convert non-regular hours to support a 1.0 Full-Time Equivalent (FTE) position. Special revenues cover the proposed fully burdened costs and do not impact the General Fund.
BACKGROUND AND DISCUSSION
The Housing Division implemented several initiatives to address homelessness through community services including proactive homeless outreach in collaboration with the Police Department Homeless Liaison Officer (HLO) unit, Public Works, Parks and Recreation and HOPE Center staff. This approach enables a rapid response to homelessness-related calls, addressing encampments, clean-ups and collecting client-level data which reduces homelessness and improves outcomes for unhoused individuals and the community.
The City consolidated two part-time, non-regular positions into one full-time, non-regular position to enhance these efforts. The position conducts outreach, case management and intervention services to provide housing and shelter options for at-risk individuals and prevent displacement operating under Fullerton Housing Authority jurisdiction pursuant to California Health and Safety Code Section 34312(e). The position works across departments and with community partners to develop short-term and long-term solutions for homeless individuals. Centralizing resources and coordinating responses streamlines outreach efforts and leads to more effective homelessness interventions and improved quality of life for residents, businesses and the unhoused.
Staff recommends converting this full-time, non-regular position to full-time, regular status to better serve the community, retain personnel and improve the level of benefits better aligned with industry best practices. Several other regional agencies already employ full-time homeless outreach case managers.
Staff proposes establishing the Community Outreach Specialist classification and assigning it to salary range 460 ($64,686 - $82,559) which equals the Code Enforcement Officer, Housing Program Assistant and Risk Management Specialist salary ranges.
Staff would revise the Community and Economic Development Personnel Summary as follows:
Add one FTE Community Outreach Specialist
Eliminate 1040 Non-Regular Employee Hours.
The upcoming budget process would reflect the department personnel summary changes.
