PRIORITY POLICY STATEMENT

FISCAL IMPACT
This item generates no fiscal impact.

BACKGROUND AND DISCUSSION
Administrative Analyst Series consists of three classifications – Administrative Analyst I (AAI), Administrative Analyst II (AAII) and Senior Administrative Analyst (SAA). These positions perform tasks such as data analysis, budgeting, program performance measurement development and project coordination. Various departments budget for administrative analyst positions.

This item proposes bifurcating SAA from the series and creating an independent classification for SAA that better reflects position duties and facilitates hiring by focusing recruitment efforts on the knowledge, skills and abilities required to succeed at this level.

Staff recommends keeping AAI and AAII as a series. Staff would use the AAI position for recruitment and training in the public administration field, targeting recent college graduates with limited experience interested in working for a government entity. Staff would use the AAII position for more experienced level within the series, offering growth opportunities as candidates gain knowledge, skills and abilities. Revisions to the classification specifications better reflect the duties performed by analysts at these levels and aid hiring through targeted recruitments.

Staff added language to facilitate progression within the Administrative Analyst series and allow departments to move staff from AAI to AAII commensurate with experience, knowledge and work performed.

Staff also recommends changing the Fair Labor Standards Act (FLSA) designation for AA II from exempt (not subject to statutory overtime) to non-exempt (subject to statutory overtime). FLSA exempt positions must exercise discretion and independent judgment with respect to matters of significance. Staff has determined that AAII does not meet this standard and should be designated as FLSA non-exempt.

Staff proposes resolution revisions to address outdated language and/or formatting changes for all classifications.
