BACKGROUND AND DISCUSSION
The HOPE Center of Orange County provides a centralized office for regional homeless outreach workers and specialized resources to deploy when needed. Center staff work with the Fullerton Police Department and other police departments in the North Orange County Public Safety Collaborative. The Hope Center provides regional response, integrating data and centralizing resources to address homelessness in North Orange County. The HOPE Center coordinates multi-disciplinary and multi-jurisdictional agencies, aligning collaborative interests with a common agenda to manage street homelessness with shared performance metrics.

The City of Fullerton partnered with the HOPE Center of Orange County to assign a Police Lieutenant to HCOC for law enforcement supervision of all North Orange County Public Safety Collaborative officers assigned to HCOC since Fiscal Year 2022-23. HCOC would reimburse the City for a portion (approximately 80%) of the fully burdened salary and benefits for public safety services provided at Hope Center through the proposed agreement. This lieutenant position responsibilities also include operating as the City SWAT Commander and backfills the watch commander position as needed.
