Infrastructure and City Assets.

FISCAL IMPACT
The $1,173,000 FAA BIL AIP grant, if awarded, would fund the Airport Southeast Hangars Roof Rehabilitation Project in the Airport Fund (Fund 40). The FAA Grant would entirely fund design and construction costs as BIL grants do not have a match requirement.

BACKGROUND AND DISCUSSION
The Airport has 74 metal box and T-shaped hangars constructed circa 1980 located in the southeast corner of the property. The high-demand hangars provide a reliable revenue source to the Airport Enterprise Fund. The hangar wait list has over 80 candidates paying a non-refundable $100 fee to join the wait list.

Many of the hangars have leaking roofs, which causes flooding in hangars after heavy rains. This project would replace damaged roof panels and apply an elastomeric type coating over the entire roof section providing a weather-tight seal and some insulation with a 20-year warranty.

Staff would apply for the grant in winter 2024 with award expected in early 2025. C&S Companies, Inc. submitted a $37,221 project design proposal and fee to perform engineering design services for the Airport Southeast Hangers Roof Rehabilitation Project. The City awarded a professional services agreement to C&S Companies, Inc. in 2020 and the City selected the company for the Public Works Department on-call engineering, planning and environmental consulting firm list. Staff reviewed this fee and found it acceptable with the costs eligible for reimbursement as part of the approved total grant funding amount.

The design portion of this project would require environmental clearance and FAA approval in addition to the typical design requirements. Staff anticipates design completed approximately three months from Notice to Proceed with bid solicitation and construction expected in 2025.
