SUBJECT: contract with Aguilar & calderon corp. FOR sidewalk reconstruction fiscal year 2023-24
SUMMARY
Award $223,568 construction contract to Aguilar & Calderon Corp. for Sidewalk Reconstruction Fiscal Year (FY) 2023-24 Project.
PROPOSED MOTION
Approve Sidewalk Reconstruction FY 2023-24 Project plans and specifications.
Approve $22,000 budget transfer and Drainage Capital Outlay Funds (Fund 36) appropriation from Project 44794 Curb, Gutter and Sidewalk FY 2023-24 to Project 44795 Sidewalk Reconstruction FY 2023-24 within Capital Projects (Fund 74).
Award $223,568 construction contract for Sidewalk Reconstruction FY 2023-24 Project to Aguilar & Calderon Corp. and authorize City Manager, or designee, to execute and administer the contract, in a form approved by the City Attorney.
Authorize City Manager, or designee, to approve future change orders for construction and professional engineering construction support services within the approved project budget.

FISCAL IMPACT
The Fiscal Year (FY) 2023-24 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project provided from Drainage Capital Outlay Funds. Staff recommends a $22,000 budget transfer and Drainage Capital Outlay Funds appropriation from Project 44794 Curb, Gutter and Sidewalk FY 2023-24 to Project 44795 Sidewalk Reconstruction FY 2023-24 Project within the Capital Projects Fund (Fund 74).
Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).
BACKGROUND AND DISCUSSION
The Sidewalk Reconstruction FY 2023-24 project is part of an annual concrete improvements project at various locations throughout the City based on a list of locations in need of repair. Staff maintains the list based on resident requests, information from Public Works – Maintenance Division and staff observations. Street and/or private tree roots cause most of the damage.
The City received six bids on September 24, 2024 with Aguilar & Calderon Corp. of Whittier submitting a $223,568 lowest responsible base bid. The low bid submitted totals approximately 8.75% lower than the $245,000 Engineer estimate. Staff reviewed the bid and found it acceptable.
Construction would tentatively start November 18, 2024 with anticipated project completion in January 2025.
Staff prepared an environmental assessment in accordance with the California Environmental Quality Act Guidelines and determined that the project categorically exempt.
