Fiscal and Organizational Stability/

FISCAL IMPACT
Water Enterprise Fund (Fund 44) has available fund balance to cover the $33,000 purchase order for continued implementation services to develop custom water utility reports for the Tyler Munis Project. The transfer includes $28,000 for development cost and $5000 for project management. Staff requests an additional $5,000 for contingency cost, bringing the total budget transfer and appropriation request to $38,000.

BACKGROUND AND DISCUSSION
The City approved an agreement with Tyler Technologies, Inc. in March 2021 for General Billing, Cashiering and Utility Billing Software as a Solution. The City launched Tyler Utility Billing in May 2024.

Staff needs to develop customized reports to for complex internal and external utility reporting. Glass Box Technology Inc. will complete one of the reports under the current project specifications. However, staff requests a $33,000 purchase order for development, project management and contingency costs for additional reports as needed These reports provide information mandated by regulatory agencies, including Orange County Water District, Metropolitan Water District of Southern California, California State Water Resources Control Board, the Division of Drinking Water and California State Controller’s Office. Staff would utilize these reports to ensure drought restriction and groundwater management compliance. Agencies must modify templates for these reports for the specific water agency billing system which operates with distinct rate structures, billing tiers and a variety of additional services. Furthermore, the background data required for accurate reporting can differ significantly among agencies, rendering generic template reports inadequate for individual agency needs.

Staff recommends issuing a $33,000 purchase order to retain Glass Box Technology Inc. for continued Tyler Munis implementation support services to develop these custom utility SSRS reports. This action would ensure compliance with county, regional and state water agency requirements.
