FISCAL IMPACT
The estimated project cost totals $4,687,684. $1,013,075 of the cost for improvements is within the City of Fullerton. The grant requires 20% matching local funds, which equals $202,615 expected to come from M2 Funding, Gas Tax and/or Traffic Mitigation Fees. Staff would program these costs into the applicable Capital Improvement Program fiscal year budgets upon grant award.

DISCUSSION
The Orange County Transportation Authority recently issued a call for projects (Project P) for Regional Traffic Signal Synchronization Program projects. RTSSP projects develop and maintain corridor-based, multi-jurisdictional signal synchronization along corridors through Orange County.

The City of Anaheim submitted a grant application for the State College Boulevard corridor on behalf of all partnering agencies listed in this report. If approved, the City of Anaheim would perform as the lead agency for the project, working cooperatively with the cities of Brea, Anaheim, Fullerton, Orange and Caltrans. The project encompasses approximately 11.3 miles and involves 58 traffic signals within the three cities and Caltrans’ jurisdiction. Thirteen of the signals are in the City of Fullerton. The attached Vicinity Map (Attachment 2) shows the proposed project limits and project signals along the State College Boulevard corridor.

The City would enter co-operative agreements with Anaheim and the other agencies to implement the project objectives. Staff expects notification of grant award in Fiscal Year (FY) 2024-25, with project engineering and design completed in FY 2025-26 and construction starting in FY 2026-27.

Synchronization will be inter-jurisdictional and developed for the A.M. Peak, Midday Peak, P.M. Peak and weekend periods. The project would consider special generators, such as schools and businesses, along with cross traffic.

Fullerton would receive new uninterruptable power supply / battery back-up units, traffic signal controller / cabinet assembly units, electrical services, closed circuit television cameras, arterial speed detection system, fiber communication and video detection. In addition, network communication and the Central Traffic Management System would receive upgrades; with antiquated equipment replaced in the City’s Traffic Management Center. The project would develop and implement new timing and coordination patterns at all signalized intersections within the project limits. The project includes ongoing operation and maintenance two years.

The preliminary cost estimate for the State College Boulevard Corridor Regional Traffic Signal Synchronization Project totals $4,687,684. The grant would provide an estimated $3,750,147 with a required $937,537 (20%) matching share coming from all participating agencies, including $202,615 from Fullerton.
