PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:

Infrastructure and City Assets.

FISCAL IMPACT
The Adopted Capital Improvement Program (CIP) Budget has project funding provided from a $350,000 Community Development Block Grant (CDBG) and $100,000 Park Dwelling Funds. This funding would not cover the full cost of the project and staff recommends a $50,000 budget transfer from Park Dwelling Fund balance (Fund 39) to Project 54055 Valencia Park Improvements Project (Fund 74) to provide the additional funding for this project.

Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).

BACKGROUND AND DISCUSSION
Valencia Park is a neighborhood park located at 2425 West Valencia Avenue as shown on Attachment 3. The improvements would renovate and upgrade the existing restroom and create additional greenspace in the park. The City utilized its ADA Transition Plan to plan and design the park improvements, which include, but not limited to:
restroom renovation to meet current ADA and California Building Codes concrete removal to create new greenspace
basketball court repair
new water fountain
new park tables including accessible seating
drainage improvements.
new park signage.

The City received seven bids on November 6, 2024. Cali State Paving, Inc submitted the apparent low bid at the time of bid opening. However, staff determined the bid non-responsive due to California Labor Code Section 1725.5 non-compliance. Oppenheimer National also submitted a bid protest. Oppenheimer National of Riverside submitted the lowest responsible base bid totaling $367,056 which is approximately 6.1% higher than the $345,950 Engineers Estimate. Staff reviewed the bid, found it acceptable and recommends awarding to Oppenheimer National.

Construction would tentatively start mid-January with anticipated project completion in March 2025. Staff would notify impacted residents and businesses of upcoming project construction and potential impacts.

Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project categorically exempt.
