PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Fiscal and Organizational Stability.

FISCAL IMPACT
The proposed Side Letter would provide impacted employees with a cash payout of holiday hours “lost” or not accrued due to the current administration of the holiday leave program. Four employees would receive holiday hours cash out for a total ranging from nine lost hours to 26.5 lost hours. The estimated cashout for all hours totals $2,706.10. Staff expects expenditures to fall within the Fiscal Year 2024-25 Adopted Budget and does not require a budget adjustment.

BACKGROUND AND DISCUSSION
The City and the FFA agreed to a MOA commencing January 7, 2023 through June 30, 2027 that sets forth compensation, hours and other terms and conditions of employment for classifications represented by the FFA bargaining unit.

The current MOA did not address holidays for non-suppression personnel in the bargaining unit. However, the City negotiated a change in administration of holidays in prior negotiations with other non-sworn employee groups. As a result, the non-suppression members of the FFA receive a lesser holiday benefit than negotiated for other non-sworn City employees.

Approving the proposed Side Letter would amend the MOA to provide holidays to the non-suppression members of the FFA in the same manner as other non-sworn City employees.
