FISCAL IMPACT
The Fiscal Year 2024-25 Adopted Capital Improvement Program (CIP) Budget has American Rescue Plan Act Funds to fund this project. This funding would not cover the full project cost and staff recommends a $495,000 Equipment Maintenance fund balance (Fund 67) budget transfer and appropriation to Project 54053 Fullerton Community Center Emergency Generator Project in the CIP Fund (Fund 74).
Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).
BACKGROUND AND DISCUSSION
The Fullerton Community Center, located at 340 West Commonwealth Avenue, provides a wide range of services to the community, including weddings, senior events, event rentals, the Boys and Girls Club, Fullerton Aquatics Sports Team and a resident cooling center during heat waves. However, the building does not have an emergency power backup generator.
This project would construct site and electrical improvements and install a new generator to provide emergency backup power to maintain building function during temporary power outages. Installing this generator would also provide a secondary Emergency Operations Center site. The proposed fuel tank is larger than typical (provide 100+ hours of run time versus 24 to 48 hours) to allow the building to function when the City may have limited access to fuel during a disaster. The Fire Department supports providing this functionality.
The City often utilizes cooperative purchasing for emergency equipment to streamline the purchasing process and contend with sourcing challenges. City of Fullerton Administrative Policy 4.1.2 Section IV. D allows an exemption to the open market process when participating in an established governmental “Cooperative Purchasing Agreement.” Cooperative purchasing is “procurement conducted by or on behalf of one or more public procurement units” as defined by the American Bar Association Model Procurement Code for State and Local Governments with pre-negotiated cooperative agreements priced with vendors through which cities can procure goods and services without a formal bid.
Procuring this equipment through Sourcewell purchasing would significantly expedite procurement, avoid further delays and provide economies of scale savings as the lead time for the generator exceeds 30 weeks due to supply chain issues.
Staff requests approval to purchase the Emergency Generator in the amount not to exceed $315,000 from Quinn Power, procured through Sourcewell Cooperative Contract No. 092222-CAT.
The City received six bids on November 20, 2024. Towo Enterprise, Inc. of Fullerton submitted a $528,200 lowest responsible base bid. The low bid is approximately 6.4% lower than the $564,000 Engineers Estimate. Staff reviewed the bid and found it acceptable.
Staff plans to complete construction in two phases. Phase I would involve site improvements with a tentative construction start date in early 2025. Phase II would deliver and install the emergency generator in Fall 2025, due to long lead times for equipment. Staff would coordinate project construction and potential impacts to building operations and events with the Parks and Recreation Department.
Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project categorically exempt.
