FISCAL IMPACT
The Police Department anticipates the proposed staffing changes resulting in a $62,722 net savings in FY 2024-25 as follows:
Police Records Shift Leader
Increase Police Records Shift Leader FTE from 1 to 2
Decrease Clerk FTE from 12 to 10
This results in a $83,933 Police Department General Fund (Fund 10) salary savings for FY 2024-25.
Police Sergeant
Increase Sergeant FTE from 21 to 22
Decrease Corporal FTE from 38 to 37
This results in a six-month prorated (FY 2024-25 January through June) $17,945 cost covered by salary savings.
Staff requests the proposed Personnel Summary changes to support Police Department long-term operating needs.
BACKGROUND AND DISCUSSION
Police Records Shift Leader
Three Police Records Shift Leaders (PRSL) staffed the Police Records Division, open 24 / 7, prior to 2019. A 2019 Fullerton Police Management Association Memorandum of Agreement Side Letter used two vacant Shift Leader positions to fund negotiated Lieutenant raises. The Department planned to reinstate the positions upon side letter expiration but this did not occur due to budgetary constraints. These budgetary constraints, the pandemic and short-staffing closed Records overnight. The Police Department has one Shift Leader authorized to return Records to and implement the 24 / 7 operational hours, expressed as a City Council priority. However, 24 / 7 operation requires two Shift Leaders for adequate staffing and supervision throughout all shifts.
Police Department staff proposed in June 2024 to reduce the number of budgeted Police Records Clerks from 12 to 10 FTEs and use the savings to fund an additional FTE Police Records Shift Leader, resulting in two PRSLs, which would allow the Police Records Division to reopen overnight and remain within budget appropriation. Approving the proposed motion conforms the Personnel Summary to operations while remaining within budget.
Police Sergeant
The January 18, 2025 Police Department shift change will reestablish the Gang Unit which disbanded in 2021 due to staffing shortages. This requires an additional FTE Sergeant position to supervise the unit. The Police Department overfilled a Corporal position with a Sergeant in FY 2024-25 to remain within budget appropriation. Approving the proposed motion conforms the Personnel Summary by reducing the Corporal FTE count and increasing the Sergeant FTE count.
Staff requests approval to formally amend the FY 2024-25 Personnel Summary as these position changes better meet Police Department long-term operating needs.
