SUBJECT: HOUSING INCENTIVE OVERLAY ZONE PROGRAM AND DEVELOPMENT STANDARDS – SECOND READING OF ORDINANCE
SUMMARY
City Council introduced the first reading of an ordinance to establish a housing incentive overlay zone program and development standards and apply the “-HI” zoning designation to the Fullerton Zoning Map during the December 10, 2024 Special City Council meeting. City Council may adopt the ordinance following second reading.

Adopt Ordinance No. 3335.
ORDINANCE NO. 3335 – AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, AMENDING FULLERTON MUNICIPAL CODE SECTION 15.17.070 RELATING TO DEVELOPMENT STANDARDS FOR MULTI-FAMILY ZONES AND FINDING THE ORDINANCE EXEMPT FROM CEQA PURSUANT TO CEQA GUIDELINES SECTIONS 15061(B)(3) AND 15305

BACKGROUND AND DISCUSSION
City Council introduced Ordinance No. 3335 for first reading by title only and waived further reading of the ordinance by a 4 – 1 (Opposed: Whitaker) vote at its December 10, 2024 meeting. The recommended action would adopt the introduced ordinance. The ordinance would take effect 30 days from the date of City Council adoption.
