Hi Stephen – below is the note I received from one of our planning managers:

SCE needs to be able to access our facilities. This includes for planned work, regular maintenance, and operations, and for emergencies. Additionally, we will need to be able to get our vehicles and line trucks to access our facilities, so there needs to be unobstructed access for our vehicles and personnel at all times.

Let me know if you would like to coordinate a call with my team and yours.

Thank you,

Vanessa Acosta Russolino

Subject: Walk-on-Wilshire

Hi Vanessa,
Our City Council recently extended the Walk-on-Wilshire closure to January 31, 2025 and directed staff to review the feasibility of a full street closure (Malden to Harbor; see below). We are requesting SCE review if/how the potential closure may affect SCE facilities. The area will still be accessible to emergency vehicles and necessary maintenance personnel, but would be restricted to all other vehicular traffic. A memo with your disposition would be helpful as we analyze the feasibility of the closure. Please reach out if you have any questions.

RE: ResoluƟon No. 2024-XXX. Walk on Wilshire pilot program Pursuant to your request, this leƩer is to provide the City of Fullerton (City) with informaƟon regarding impacts to the natural gas infrastructure as it evaluates the feasibility of permanently closing 200’ of segment on Wilshire Ave., between Malden Ave. and N. Harbor Blvd., as pictured in the aƩachment hereto (the Affected Area).

Southern California Gas Company (SoCalGas) currently transmits and distributes gas to its customers located within the City’s limits pursuant to that certain franchise agreement (City ordinance No. 463) between it and the City, dated January 3, 1939 (Franchise). Based on SoCalGas’ limited review, none of our currently exisƟng natural gas infrastructure appear to be impacted by a permanent closure of the Affected Area provided the Affected Area remains part of the public right of way. However, as a regulated public uƟlity under the jurisdicƟon of the California Public UƟliƟes Commission (CPUC), SoCalGas maintains its obligaƟon to serve customers if requested in the future. Furthermore, SecƟon 8 of the Franchise states, “[t]he grantee of this franchise shall construct, install and maintain all pipes and appurtenances in accordance with and in conformity with all of the ordinance’s rules and regulaƟons heretofore and hereaŌer adopted by the legislaƟve body of this City.” Beyond this corridor, underground natural gas infrastructure has been idenƟfied throughout the City, wherein SoCalGas is responsible for maintaining and operaƟng its pipelines and appurtenances in accordance with state and federal laws. Therefore, adequate access shall be maintained at all Ɵmes to such faciliƟes. If permanent or semi-permanent fixtures are installed, such as furnishings or infrastructure adjacent to or above uƟlity infrastructure, all elements are subject to removal when SoCalGas requires access. It should be noted that SoCalGas’ costs incurred in connecƟon with the removal or repairs will be the sole responsibility of the customer served from the pipeline that has impaired access.

In the event future street closures are to be considered, SoCalGas will be pleased to work with the City and staff to conduct further research to determine any impacts. We thank you for your Ɵme. Please do not hesitate to contact me should you have any quesƟons or wish to discuss.

Sincerely,
Clarissa Serpas
Public Affairs Manager

WALK ON WILSHIRE

REPUBLIC SERVICES

Re: Walk on Wilshire
COMMENTS: After a walk-through of the location, services can be provided with some modifications. If Merchant Farmers Bank will allow Republic to stage our containers in their parking lot as noted in the aerial view (Wilshire option B) We could place the mini pkrs for Wilshire Prom and The Cellar via scout service so that our truck has direct access to the dump without the driver having to perform any backing. The scout driver will then return the containers to their original locations. This can be scheduled early in the morning for less impact on locations.

Another more detailed option would require multiple changes:

A. 1st parking space on Whiting must be eliminated just before the alley entrance.

B. The alley is very narrow for trucks, and vehicles coming in opposite directions will not have passing room.

C. The gate between Merchant Farmers Bank's parking lot and The Cellar needs to be removed so the driver can exit after dumping the bins inside The Cellar.

D. 1st two parking stalls in The Cellars parking lot need to be removed so the truck has turning access.

E. Wilshire Prom Apts already has pull-out service but will need to be relocated to a different location, possibly Merchant Farmers Bank or next to The Cellars container.

F. The driver is concerned about other delivery vehicles in the location when servicing and the very minimal maneuvering room.
