Technical Memorandum for the Walk On Wilshire (WOW) Extension Project, Fullerton
As requested, Linscott, Law & Greenspan, Engineers (LLG) is pleased to submit this Technical Memorandum for the proposed Walk On Wilshire (WOW) Extension Project, located in the City of Fullerton, California. This Technical Memorandum evaluates the effects of the proposed WOW Extension Project on circulation for vehicular traffic, bicyclists, pedestrian s and parking in the immediate surrounding area. Our method of analysis, findings, and conclusions are detailed in the following sections of this Technical Memorandum.
Project Location and Description
Figure 1 presents a Vicinity Map, which illustrates the location of the proposed Project and depicts the existing surrounding street system. The blue shaded area shown in Figure 1 represents the existing Wilshire Avenue closure, which begins at Harbor Boulevard and extends westerly approximately 200 feet. The red shaded area shown in Figure 1 represents the proposed Wilshire Avenue closure extension, which would extend westerly to Malden Avenue. Vehicular access to this section of Wilshire Avenue would be eliminated, while maintaining access for bicyclists and pedestrians. As part of the proposed Project, a total of 34 on -street parking spaces would be eliminated on Wilshire Avenue, which consists of 10 parking spaces on the north side of the street and 24 parking spaces on the south side of the street (i.e. 21 vehicle parking spaces and 3 motorcycle parking spaces). In addition, the two existing driveways on the north side of the street serving as access to the parking lot to the north and the one existing driveway on the south side of the street serving as access to the parking lot to the south would have to be closed. Lastly, the existing roundabout at the intersection of Malden Avenue at Wilshire Avenue would need to be modified to eliminate the east leg of the intersection due to the proposed closure , while maintaining access for bicyclists.
Existing Traffic Conditions
Vehicle, bicycle and pedestrian counts were conducted for the surrounding area in October 2024 and November 2024 by Transportation Studies, Inc. (TSI) in order to understand the existing vehicular, bicyclist and pedestrian activity within the immediate surrounding area of the current existing Wilshire Avenue closure and the proposed extension. Attachment No. 1 presents a summary of the existing data

collected and the following bullets summarize key traffic data for Wilshire Avenue, Malden Avenue, Whiting Avenue and Amerige Avenue, which are the key roadways that will be affected by the proposed WOW Extension Project. The daily traffic volume on Wilshire Avenue, east of Malden Avenue is 604 daily vehicles on a Friday and 543 daily vehicles on a Saturday. A total of 4 bicyclists and 8 bicyclists were observed on a Friday and Saturday, respectively, over a 24-hour period on Wilshire Avenue, east of Malden Avenue. The daily traffic volume on Malden Avenue between Whiting Avenue and Wilshire Avenue is 2,746 daily vehicles on a Friday and 2,467 daily vehicles on a Saturday.
The daily traffic volume on Malden Avenue between Wilshire Avenue and Amerige Avenue is 4,070 daily vehicles on a Friday and 3,880 daily vehicles on a Saturday.
The daily traffic volume on Amerige Avenue between Malden Avenue and Harbor Boulevard is 3,277 daily vehicles on a Friday and 3,023 daily vehicles on a Saturday. Although daily traffic along Whiting Avenue between Malden Avenue and Harbor Boulevard was not obtained during the traffic data collection, this roadway would likely have similar daily volumes to Amerige Avenue.
It should be noted that the existing vehicles traveling to Wilshire Avenue , east of Malden Avenue are vehicles that are looking for parking to visit the adjacent business and are either parking directly on Wilshire Avenue or are accessing the parking lots that are located to the north and to the south.
Project Evaluation
Roadway and Intersection Operations
As stated above, with the proposed WOW Extension Project, vehicular access to this section of Wilshire Avenue would be eliminated, resulting in vehicular traffic having to be re-routed/diverted to Whiting Avenue and Amerige Avenue to access the respective parking lots that currently have access off of Wilshire Avenue. Based on the existing traffic data collected, 543 to 604 daily vehicles currently utilize Wilshire Avenue east of Malden Avenue, which can be accommodated on the adjacent streets of Whiting Avenue and Amerige Avenue without measurably affecting the operations of these two roadways. These two roadways, as well as the intersections of Malden Avenue at Whiting Avenue, Malden Avenue at Wilshire Avenue and Malden Avenue at Amerige Avenue would continue to operate at an acceptable level of service D or better with the shift in traffic, which meets the goals of the City’s General Plan.
In addition, the existing roundabout at the intersection of Malden Avenue at Wilshire Avenue would need to be modified to eliminate the east leg of the intersection due to the proposed closure, while maintaining access for bicyclists.

Vehicle Miles Traveled (VMT)
The proposed WOW Extension Project will not result in an y inc rease in vehicular traffic to the area, it will simply result in the re-routing/diversion of existing vehicular trips to the adjacent streets of Whiting Avenue and Amerige Avenue . Given that the proposed WOW Extension Project will not result in new trips to the area and the fact that 34 on- street parking spaces will be eliminated as part of the Project, which encourages more biking and/or walking, it can be concluded that the proposed WOW Extension Project will not have a VMT impact and no further analysis is required.
Parking
As stated above, with the proposed WOW Extension Project, a total of 34 on- street parking spaces would be eliminated on Wilshire Avenue, which consists of 10 parking spaces on the north side of the street and 24 parking spaces on the south side of the street (i.e. 21 vehicle parking spaces and 3 motorcycle parking spaces).
Although these parking spaces would be eliminated with the prop osed WOW Extension Project, there would still be available parking immediately north, south and west of the closure for patrons of the Wilshire Avenue businesses to utilize.
Driveway Access From Wilshire Avenue
As stated above, with the proposed WOW Extension Project, the two existing driveways on the north side of the street serving as access to the parking lot to the north and the one existing driveway on the south side of the street serving as access to the parking lot to the south would have to be closed and/or reconfigured.
Specifically, the parking lot to the north w ould need to be m odified to create a drive aisle for vehicular circulation at the so uthern end of the parking lot. The existing driveway on the south side would just need to be closed permanently to vehicular traffic through the use of either a raised curb or bollards.
Conclusion
Based on the aforementioned findings of the project evaluation , we conclude that the proposed Walk On Wi lshire (WOW) Extension Project will not significantly impact the existing surrounding roadway network and access for vehicles , bicyclists and pedestrians to the area will be adequate.
We appreciate the opportunity to provide this Technical Memorandum for the proposed Walk On Wilshire (WOW) Extension Project. Should you have any questions, please call us at (949) 825-6175.
