BACKGROUND AND DISCUSSION
City Council discussed reorganizing the City Boards, Commissions and Committees on January 7, 2025 and directed staff to prepare documents to enact the following changes:
Active Transportation Committee: Change schedule to bimonthly meetings and change membership to five directly appointed members.
Investment Advisory Committee: Change membership from five at-large members to five directly appointed members.
Infrastructure and Natural Resources Advisory Committee; Change membership to five directly appointed members and two at-large members.
Transportation and Circulation Commission: Change membership to five directly appointed members.
City Council also directed staff to agendize a discussion regarding the Parks and Recreation Commission and Cultural Arts Subcommittee at the February 18, 2025 meeting.
Staff attached an updated Investment Policy and resolutions to enact the Active Transportation Committee, Investment Advisory Committee and Transportation and Circulation Commission changes to this report. Please refer to Page 10 in the Investment Policy to view proposed changes.
City Council adopted Ordinance No. 3297 on April 6, 2021. This ordinance set commission and committee membership at five directly appointed members with the exception of the Infrastructure and Natural Resources Advisory Committee which will have five directly appointed members and four at-large members, the Library Board of Trustees which will have appointments as required by state law and the Investment Advisory Committee, Parks and Recreation Commission, Transportation and Circulation Commission and Active Transportation Committee which have membership set by resolution and/ or City Investment Policy.
Staff recommends City Council adopt an ordinance modifying Ordinance No. 3297 language to read:
All City Boards, Commissions and Committees will consist of five directly appointed members unless otherwise stated by City Council resolution, except the Library Board of Trustees which will have appointments as required by state law.
This would provide a consistent process and simplify researching enacting documentation for all board, commissions and committees.
The 2021 Ordinance does not capture legislative bodies formed after 2021 such as the Senior Advisory Committee or Youth Advisory Committee. The proposed amendment would provide guidance for current legislative bodies as well as those formed in the future.
Lastly, enacting changes by resolution removes the 30-day wait for the ordinance and incorporated changes to become effective.
Should City Council introduce the proposed ordinance, staff will prepare a resolution to set the INRAC membership at five directly appointed members and two at-large members, effective March 6, 2025 along with the second reading of the ordinance.
City Council deferred discussion regarding the Parks and Recreation Commission and Cultural Arts Subcommittee during the January 7, 2025 meeting to February 18, 2025 to allow the Commission time to finish work plan discussions. The Commission has concluded its work and staff requests City Council move the continued discussion to the February 4, 2025 meeting so City Council can make decisions regarding membership and meeting frequency before the February 10, 2025 Parks and Recreation Commission meeting.
