DISCUSSION
The City of Fullerton applies for grants to supplement funding for projects and programs, including public works, public safety, community development. The City issued a Request for Qualifications (RFQ 2425-1) in August 2024 to establish a pool of qualified consultants available to provide on-call grant writing and management services and streamline and enhance the grant writing and management process.

The City received the following seven proposals from consultants in response to RFQ 2425-1:

California Consulting
Blais & Associates
iParametrics
Evan Brooks Associates
Townsend Public Affairs
The CrisCom Company
STV.

Staff evaluated proposals and determined these firms have the necessary grant writing, grant management and secured funding expertise for municipal projects and programs. Placing these firms on an on-call list would give City departments access to specialized resources to effectively pursue grant opportunities.

Approving the seven professional services agreements (PSAs) with these consultants would establish an on-call list for grant writing and management services. The on-call list provides flexibility and ensures City departments can access expert assistance when pursuing grant opportunities.

Key aspects of an on-call list include:

On-Call Services. Staff would utilize consultants on an as-needed basis, ensuring departments can access expertise without committing to ongoing contracts or obligations.

Departmental Funding Responsibility. Each department engaging the consultant would fund costs associated with the grant they are pursuing. This ensures fiscal responsibility and aligns service utilization with departmental priorities and budgets.

Consultant Expertise. The selected consultants have experience working with municipalities, navigating grant processes and securing funding for various types of projects. Their expertise would enhance the City’s ability to compete for and manage grants.

Staff attached draft PSAs for reference. Staff would work with departments to identify grant opportunities and coordinate with consultants on an as-needed or on-call basis.
