BACKGROUND AND DISCUSSION
CalReycle offers funding opportunities to help local government entities in California reduce, recycle and reuse solid waste to preserve landfill capacity and protect public health and safety and the environment. This resolution would enable the City to apply for eligible funding opportunities for a five-year period. The State has two grant programs open that the City would like apply for: the Beverage Container Recycling City / County Payment Program and the SB 1383 Local Assistance Grant Program. The following provides an overview of each program.

Beverage Container Recycling City / County Payment Program (Every Fiscal Year) The City and County Payment Program funds beverage container recycling projects implemented by cities and counties to help reach the state’s 80% recycling goal. CalRecycle distributes $10,500,000 million through the California Beverage Container Recycling and Litter Reduction Act (aka the Bottle Bill) every fiscal year (FY) to eligible cities and counties for beverage container recycling initiatives and litter clean-up activities.

Cities may receive a $5,000 minimum per grant award to fund recycling programs to increase recycling and prevent litter. The City has two funding grants in place with a $36,033 grant award for FY 2023-24 and $35,218 for FY 2024-25. Both grants implement additional phases of the City’s Centralized Waste Collection Program and Recycling Education and Trainings.

SB 1383 Local Assistance Grant Program (Fiscal Year 2023-24) This program provides funds to local jurisdictions to help implement SB 1383 requirements. SB 1383 requires jurisdictions implement programs to meet organic waste reduction, food rescue program goals and California methane emission reduction targets. The state budget determines funding.

CalRecycle distributed $90,000,000 in FY 2022-23 to eligible cities and counties with awards determined by population size. The City received a $378,021 grant award for this period for projects related to collection, education and outreach, program evaluation / gap analysis, procurement requirements and recordkeeping.
