PROJECT UNDERSTANDING
The City wishes to engage a consultant to provide c onstruction inspection including special inspection s to assist the City with the installation of a new 500 horsepower municipal drinking water well. Construct ion includes civil/site work; sound enclosure and found ation; deep well vertical turbine pump, motor, and support pedestal; above- and below- ground valves and pipin g; and electrical and instrumentation, as detailed in the “Formal Bid Documents for Well 7A Equipping Project ” approved on October 24, 2024.
The City also wishes to engage a consultant to prov ide labor compliance management (LCM) services, as required, to make sure that the City is in complian ce with federal prevailing wage requirements (Davis Bacon) and any additional requirements associated with pro ject grant funding, as detailed in the “Formal Bid Documents for Well 7A Equipping Project” approved o n October 24, 2024.
The project is anticipated to start construction as early February 2025, with a 160 working-day contra ct completion time. The City intends to self-perform t he construction management and contract administrat ion tasks for the project and is seeking construction i nspection and LCM services to assist with its succe ssful delivery.
Likely the most challenging issue for the project w ill be dealing with long lead times the industry is experiencing with electrical and mechanical systems and equipment. Relevant to this project, pumps typ ically take 12 to16 weeks to deliver, once released follow ing what can be a lengthy submittal review and appr oval process. Similarly, electrical switch gear and Vari able Frequency Drives (VFDs) are running approximate ly a year for delivery. This will most likely result in sporadic onsite activity and progress over the proj ect duration.
It may prove to be in the project’s best interest t o allow the contractor to mobilize, complete as muc h preparatory work as feasible in advance of long lea d equipment arrival, then pause and re-start work w hen the equipment is delivered. By allowing advance pre paration work to proceed, the uncovering and resolu tion of unforeseen subsurface issues can be addressed, t hereby taking advantage of procurement processing a nd delivery times. Alternatively, an appropriate admin istration and procurement period would be needed to fairly administer the contract, in advance of starting the contract time clock. Understanding the specific cr itical issues associated with variable delivery times can minimiz e unnecessary impacts.
One example of such an issue that was experienced o n a recent similar project, a contractor installed a pump in advance of power supply components. Due to the d elay in the availability of power systems equipment , the pump was not properly exercised and seized due to c orrosion. Proactive identification of such issues a nd collaboratively developing prudent alternatives to mitigate them can substantially reduce the potentia l for negative impacts. Similar situations can arise with chemical metering pumps and analytical equipment.
Accordingly, it will be critical to work with the c ontractor to develop a schedule that takes these it ems into consideration and minimizes impact.

Ardurra managed construction for $3.5M for (5) groun dwater well rehabilitation projects, which were completely upgraded by replacing all the pumps, bow ls, packers, and making other associated repairs.
Since several of these wells have high levels of ar senic, they either had to be treated at the Back Ba sin Groundwater Treatment Facility or blended with othe r well flow.
