BACKGROUND AND DISCUSSION
The Harbor Boulevard Regional Traffic Signal Synchronization Program (RTSSP) project would improve and enhance signalized intersection and freeway interchanges along multi-jurisdictional corridors. Recognized improvements include fuel savings, greenhouse gas and other harmful emission reductions, travel times reductions and average number of stops reductions.
The limits of the Harbor Boulevard RTSSP project extend from Arbolita Drive in the City of La Habra through the SR-91 interchange in the City of Fullerton. The project would cover 6.4 miles in total and include 29 signalized intersections, 19 maintained and operated by the City of Fullerton. Staff included a Project Location Map (Attachment 3) for reference.
The City of Fullerton would serve as lead agency for project administration and management. The City of La Habra and Caltrans have agreed to fully participate and contribute their fair share of the matching funds required.
A consultant on the OCTA pre-established and pre-approved list designed the project. City Council approved the design contract on March 16, 2021.
The scope of construction work includes fiber optic / wireless communications upgrades, Traffic Management Center upgrades, new closed circuit traffic surveillance cameras, new coordination regional timing implementation, antiquated equipment replacement, new traffic signal controllers installation and new video detection systems installation. The City of Fullerton would utilize controller equipment and software supplied by CT West and detection equipment supplied by Iteris Inc, as identified on project plans and specifications. CT West and Iteris, Inc. are the single equipment suppliers for City traffic signal systems pursuant to the Sole Source exception in the City procurement Administrative Policy No. 4.1.2. These suppliers equip all City traffic signals to ensure service continuity and preserve equipment warranty and safety.
The City received five bids on December 11, 2024 for the Harbor Boulevard RTSSP project. Elecnor Belco submitted the lowest responsible base bid totaling $1,307,223. The low bid as submitted is approximately 9.1% below the $1,438,705 engineer’s estimate. Elecnor Belco previously worked on the Gilbert / Idaho RTSSP project and completed all work to the satisfaction of the Director of Public Works. Staff evaluated the bid, found it acceptable and recommends awarding the project to Elecnor Belco.
