PRIORITY POLICY STATEMENT

Infrastructure and City Assets.

FISCAL IMPACT
The Fiscal Year 2024-25 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project provided from Water Funds. Staff recommends a $2,160,000 Water Funds budget transfer and appropriation from Project 53250 Water Main System Replacement to Project 53043 Cannon-Sheppard Area Water Main Replacement Project within the Water Fund (Fund 44).

Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).

BACKGROUND AND DISCUSSION
This project would replace 0.84 miles of water pipe within the residential streets shown on Attachment 3. The existing water pipes in this area have a significant history of water main breaks and need replacement.

The City received ten bids on January 13, 2025. Williams Pipeline Contractors, Inc. of Mission Hills submitted the lowest responsible base bid totaling $1,804,400. The low bid submitted is approximately 41.2% lower than the $3,070,870 consultant estimate. Staff attributes the lower bid price to a conservative consultant estimate combined with pipeline and water service installation costs lower than a recent project. Staff reviewed the bid and found it acceptable.

Project construction would tentatively start March 2025 with anticipated project completion in July 2025. Staff would notify impacted residents and businesses of upcoming project construction and potential impacts.

Staff prefers that a street rehabilitation project follow this water main replacement project. However, staff cannot confirm a street rehabilitation project at this time due to street funding budget constraints and priorities.

Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project categorically exempt.
