FISCAL IMPACT
The Fiscal Year 2024-25 Adopted Capital Improvement Program (CIP) Budget has funding for the project provided from the Water Enterprise Fund (Fund 44) and Sewer Enterprise Fund (Fund 47). Staff recommends the following budget transfers and appropriations:
$1,814,000 Water Funds from CIP Project 53250 Water Main System Replacement to CIP Project 53048 South Raymond Avenue Cul-De-Sacs Infrastructure Improvements Project within the Water Fund (Fund 44). $636,000 Sewer Enterprise Funds from CIP Project 51419 Annual Sewer Replacement Program to CIP Project 53048 South Raymond Avenue Cul-De-Sacs Infrastructure Improvements Project within the Sewer Enterprise Fund (Fund 47).
Staff attached a Budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).
BACKGROUND AND DISCUSSION
This project would replace 0.92 miles of water pipe on Sudene Avenue, East Santa Fe Avenue, South Raymond Avenue, East Ash Avenue and East Elm Avenue and 0.27 miles of sewer pipe on Sudene Avenue and East Santa Fe Avenue as shown on Attachment 3. This project would help the City meet the 2019 Water Rate Study water main replacement goals. Staff reprioritized and deferred many planned Water Capital Improvement Projects to meet these goals due to construction cost escalation.
The City received eight bids on January 30, 2025 with Dominguez General Engineering, Inc. of Pomona, CA submitting the lowest $1,931,120 responsible base bid. The low bid submitted is approximately 21.5% lower than the $2,460,000 Engineers Estimate. Staff reviewed the bid and found it acceptable.
Construction would tentatively start on March 24, 2025 with anticipated project completion in August 2025. Staff would notify impacted residents and businesses of upcoming project construction and potential impacts.
Staff programmed a separate street rehabilitation project for Sudene Avenue and East Santa Fe Avenue after completion of the water and sewer improvements, funded by Community Development Block Grant (CDBG) funds. The City has no street improvements programmed for the other streets.
Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project is categorically exempt.
