FISCAL IMPACT
This item generates no General Fund fiscal impact for the Fiscal Year (FY) 2024-25 Adopted Budget. The Police Department would purchase DNA evidence freezer(s) and improve crime investigations and law enforcement operations with the $27,070 2024 JAG grant award from Department of Justice. The Department requests a budget appropriation for receipt and use of funds to the Police Department budget in Grant Fund (Fund 32).
BACKGROUND AND DISCUSSION
The Orange County Sheriff’s Department distributes federal JAG funds to Orange County law enforcement agencies as award subrecipients on an expenditure reimbursement basis. The City must sign the Memorandum of Understanding (MOU) to Transfer Funds and submit to the County of Orange prior to making purchases or submitting requests for reimbursement. The grant requires City Council approval for the $27,070 2024 JAG MOU to Transfer Funds.
The City of Fullerton 2024 JAG funding would improve crime evidence investigations and law enforcement operations efficiency by providing DNA evidence storage space. DNA evidence can degrade at room temperature and requires freezing for sample integrity. Unstable room temperatures can compromise the ability to obtain data from extracted genomic DNA. Freezers preserve DNA when stored long term at an appropriate, constant temperature.
