PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:
• Infrastructure and City Assets
• Public Safety.
FISCAL IMPACT
The Fiscal Year 2024–25 Water Enterprise Fund (Fund 44) has adequate funding in the Water Transmission and Distribution program to cover the in-house staffing repair costs.
The City performed in -house repairs to the water main break, traffic control and street demolition totaling $18,627 which reduced the total cost.
However, the repair required additional emergency pavement work performed by Allied Paving Company. Staff recommends a budget appropriation not to exceed $115,000 from Water Fund reserves to Project 53064 Euclid Street Water Main Break Repair in the Water Fund (Fund 44).
BACKGROUND AND DISCUSSION
A water main broke beneath the Euclid and Valencia Underpass on March 11, 2025, causing significant pavement and subgrade material damage. T he severity of the damage and location as a key access corridor necessitated an expedited repair to ensure public safety and maintain mobility. The City sought informal bids from three contractors and awarded the project to Allied Paving Company based on cost competitiveness, availability and experience. The contracted scope of work included cold plane grinding approximately 11,532 square feet of existing asphalt and subgrade, debris haul-off and legal disposal, subgrade re- compaction, tack coat application and eight inches of hot mix asphalt installation. The City arranged traffic control separately and did not include in the contract. The City completed paving operations promptly to reopen the underpass with final striping completed shortly thereafter. The repair contract cost $93,485.
This repair qualifies as an emergency response under Fullerton Municipal Code (FMC) Section 2.64.090, exempting it from formal bidding requirements, which allows the City Manager, or designee , to approve emergency purchases or repairs to City property.
FMC Section 2.64.090 requires reporting emergency purchases above $50,000 at the next City Council meeting. This item reports this emergency purchase and requests City Council ratify the award.
Staff seeks City Council approval to ratify the procurement actions and authorize Administrative Services Director to issue the purchase order.
