BACKGROUND AND DISCUSSION
This project would rehabilitate approximately 0.36 miles of deteriorated residential streets where the City recently completed a water main replacement project. Work would include repairing deteriorated and damaged curb, gutters and sidewalk , ADA access ramp installation and sewer main pipe repair in one location (see Attachment 3 for project limits).
Street pavement rehabilitation would involve asphalt concrete pavement grind and overlay on each street. Staff opted for this based on multiple factors, including pavement conditions, traffic volume, existing pavement section, construction operations and available budget. The Pavement Condition Index (PCI) scores shown in Attachment 3 range from 20 to 54 (Very Poor to Poor condition) and would reset to 100 (Very Good condition) after completing improvements.
The City received s even bids on May 1, 2025 with R.J. Noble Company of Orange, CA submitting a $547,391.50 lowest responsible base bid. The low bid is approximately $547,391.50 Contract with R.J. Noble Company for Crown Area Street Rehabilitation May 20, 2025 - Page 3
12.1% lower than the $623,000 e ngineers estimate. Staff reviewed the bid and found it acceptable.
Project construction would tentatively start June 2025 with anticipated project completion in early August 2025. Staff would notify impacted residents of upcoming project construction and potential impacts.
Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project categorically exempt.
