FISCAL IMPACT
No cost to the City . The City would bill PAMWC monthly for water supplied through the intertie at the Metropolitan Water District of Southern California (MWD) purchased water rate plus an administrative and operational charge the Orange County North Basin Superfund Site as detailed in the attached agreement.
BACKGROUND AND DISCUSSION
PAMWC formed in 1950 to provide water service to local unincorporated county residents not connected to the City water system. The County annexed this area to the City in 2004, however, PA MWC maintained water services, supplying untreated domestic water to approximatel y 120 residences. The Orange County North Basin Superfund Site has compromised the PAMWC well. T he State Water Resources Control Board – Division of Drinking Water (DDW) and US Environmental Protection Agency (USEPA) informed the City that PA MWC cannot serve customers water at the current configuration.
The PAMWC Board acknowledged the need to dissolve the company and consolidate into the City water system. USEPA and the City will begin planning to consolidate services. The City will continue to serve water to PA MWC customers through the existing intertie until completing construction to bring the water system up to City standard.
