FISCAL IMPACT
The Fiscal Year 2025-26 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project from Community Development Block Grant (CDBG) Funds and General Funds. Staff recommends the following budget transfers and appropriation:
$325,000 CDBG Funds from Project 44589 Residential Street Program to Project 44074 Sudene Avenue and Santa Fe Avenue Street Reconstruction within the Capital Projects Fund (Fund 74). $180,000 General Funds from Project 44589 Residential Street Program to Project 44074 Sudene Avenue and Santa Fe Avenue Street Reconstruction within the Capital Projects Fund (Fund 74).
Staff attached a Data Sheet / Summary of Bids and the Bid Schedule for reference (Attachments 1 and 2).
BACKGROUND AND DISCUSSION
This project would reconstruct two deteriorated residential cul-de-sac streets where the city has nearly completed a water and sewer main replacement project. Work would include repairing deteriorated and damaged curb, gutters and sidewalk. Street pavement reconstruction would remove and replace existing asphalt and underlying base material on both Sudene Avenue and Santa Fe Avenue. Staff opted for removal and replacement based on multiple factors, including existing pavement section traffic volume, construction operations and available budget. Both streets have a Pavement Condition Index (PCI) score of 23 (Very Poor condition), shown in Attachment 3. The PCI scores would reset to 100 (Very Good condition) after completing improvements.
The City received fourteen bids on July 24, 2025. Palp, Inc. dba Excel Paving submitted the apparent lowest bid. However, staff reviewed the submitted bid and determined it non-responsive as the bid package failed to include required federal CDBG forms. CT&T Concrete Paving, Inc. of Diamond Bar submitted the next lowest responsible base bid totaling $394,035.09. The lowest responsible and responsive bid submitted is approximately 19.58% lower than the $490,000 engineers estimate. Staff reviewed the bid and found it acceptable.
Construction would tentatively start early September 2025 with anticipated project completion October 2025. Staff notify impacted residents regarding upcoming project construction and potential impacts.
Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project categorically exempt.
