BACKGROUND AND DISCUSSION
Zone Change
The subject properties as described herein are zoned G-C (General Commercial). To accommodate a proposed veterinary hospital development, the project applicant is requesting a zone change of the properties to M-G (Manufacturing General). The two vacant parcels are inconsistent with their current General Plan land use designation of Industrial. The proposed zone change to M-G would conform with the existing General Plan land use designation, Industrial.
Planning Commission
The Planning Commission held a public hearing on August 27, 2025, to consider the request and Major Site Plan application to develop a veterinary hospital (Attachment 4). In the public comments period of the meeting, the following input was provided:
The applicant spoke in favor of the request, conditions of approval, plans for construction and answered Commissioners questions.
The property owner spoke about existing and proposed business operations and answered questions from Commissioners.
Curtis Gamble spoke in favor of the project.
Jane Reifer spoke about transportation, tree removal, affordable housing, CEQA Exemptions, parking and street improvements.
After hearing all comments and deliberation, the Planning Commission unanimously approved the Major Site Plan application and recommended City Council approval of the zoning amendment.
Environmental Review
The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15813 - Projects Consistent with a Community Plan, General Plan or Zoning. There is no public review required. A Notice of Exemption will be filed for this project.
