No fiscal impact associated with ratifying the CalRecycle Rubberized Pavement Grant program application. This grant does not require matching funds to receive the funding if awarded. Staff would bring another item to City Council for grant acceptance and budget appropriation if the City receives the grant.
BACKGROUND AND DISCUSSION
The CalRecycle Rubberized Pavement (TRP) Grant Program assists local government entities fund projects utilizing Rubberized Asphalt Concrete (RAC) products with crumb rubber derived from only California-generated waste tires. The program reduces illegal tire disposal and stockpiling environmental impacts. Eligible project types are categorized as RAC Hot-Mix and Rubberized Chip Seal. Once government entities reach the eight wards limit for each project type, the entity becomes ineligible to receive CalRecycle pavement grants. The City of Fullerton received three RAC Hot-Mix grants to date and remains eligible to apply Staff reviewed the eligible project requirements and concluded the following three projects would meet the grant program timeline and minimum 2,000 ton RAC-Hot Mix requirement State College Boulevard – Yorba Linda Boulevard to City Limits (CIP 44068) Nutwood Avenue Bicycle and Pedestrian Mobility Enhancement (CIP 48008) Harbor Boulevard – Chapman Avenue to Valley View and Chapman Avenue – Malden Avenue to Pomona Avenue (CIP 44083) Staff applied for the proposed projects to CalRecycle by the September 11, 2025, deadline. City staff requests City Council authorization to accept and appropriate grant funds should the City receive CalRecycle Rubberized Pavement Grant program funding. Staff anticipates award selection announced in December 2025. cc: Interim City Manager Eddie Manfro
