BACKGROUND AND DISCUSSION
West Valencia Drive is a 36-foot-wide east / west residential street with a 25 miles per hour prima facie speed limit. The street features improved curbs, gutters and sidewalks on both sides with single-family, two-family and multi-family residential properties. The City permits unrestricted on-street parking on both sides of West Valencia Drive, including during early morning hours between 2:00 a.m. and 5:00 a.m. The residence has access to the property via the alley but it does not have a driveway or garage.
The resident’s granddaughter initiated the request for a disabled person parking space in front of the home due to the resident’s difficulty walking long distances. The property owner then confirmed the request. The requestor (resident’s granddaughter) confirmed the resident (her grandmother) can navigate the front steps of the property using a walker with assistance from other family members, as needed, if she experiences any difficulty entering or exiting the residence.
A blue curb exists in front of a near-by residence, 217 West Valencia Drive. However the applicant would need to cross a street with outdated curb ramps not in ADA compliance at Malden Avenue and then walk approximately 352 feet to reach this existing blue curb. This distance is much further than the approximate 50 feet to the curb located in front of the residence. Staff recommends installing a dedicated disabled person parking space based on evidence provided by the resident as well as a staff site investigation to enhance resident health, safety and overall quality of life.
The property is consistent with approved City guidelines for disabled person parking space installation and ADA compliant with improved parkway adjacent to the curb. The resident residing at 141 West Valencia Drive is disabled and staff verified the resident possesses a disabled person placard.
TCC considered this item on May 5, 2025 and continued the item with direction to staff gather additional information about on-site conditions. TCC continued deliberations on this item at the August 8, 2025 meeting and voted unanimously to concur with the City Traffic Engineer recommendation and recommend City Council approve installing a Disabled Person Parking Zone (i.e. blue curb) with appropriate signage in front of 141 West Valencia Drive.
